Kaktys was repeatedly punished for speeding, traffic rules were violated even after the accident. The driver was fined a total of nine times for traffic violations, eight times for speeding and twice for fines after a tragic traffic accident.

Prosecutor Arūnas Laukaitis, who controlled the investigation of the case, told BNS that the court of first instance had prohibited S. Kakčius from driving for a year, but this verdict has not entered into force because it has been appealed.
“The criminal sanction (disqualification to drive – BNS) was applied because the judicial decision did not enter into force, so the measure did not enter into force,” said the prosecutor.
The boy was hit by a car traveling at a speed of 149 kilometers per hour.
The accident, which claimed the life of an eight-year-old boy, occurred three years ago when S. Kakčius was driving at a speed of 149 kilometers per hour, although the maximum speed limit on that section of the road was set at 90 kilometers per hour.

On May 13 this year, S. Kaktys, 65, was acquitted of criminal responsibility by the ruling of the Mažeikiai Chamber of the Telšiai District Court after the defendants reconciled with the victims. According to this court verdict, S. Kaktys is considered illegal.
The prosecutor and the victims were unhappy with the sentence
The Court of First Instance imposed a criminal sanction on a former politician and former councilor, prohibiting him from driving road vehicles for a year.

Victims say the driving ban for Kakčius should be longer.
S. Kaktys himself disagrees with the longer driving ban, arguing that he must take care of an elderly parent.
The Šiauliai Regional Court will announce its decision on October 27.
S. Kaktys, who has medical studies, was a member of the Seimas in 1996-2000 and in 1999-2000 he was Minister of Management Reform and Municipal Affairs.
S. Kaktys was tried in the so-called “Mažeikių nafta” case, which was later terminated by the court due to the statute of limitations.
