S. Skvernelis points out that according to the proposal presented on the introduction of a situation corresponding to the state of war, it would be decided by the head of emergency situations, as well as by a decision taken by the Minister of National Defense in agreement with the president . The granting of these powers to the Armed Forces is provided for in the reforms to the Law on the Organization of the National Defense System and Military Service and the Statute for the Use of Military Force.
According to S. Skvernelis, this alienates the Seimas from decision-making, which has the duty to introduce a state of war and a state of emergency, declare mobilization, and make the decision to use the armed forces.
In his opinion, those responsible still do not adequately understand the situation, are afraid and do not understand how to handle it.
According to him, the determination to introduce a state of emergency in the country, which would guarantee much greater protection of Lithuania’s borders from illegal immigrants flowing from Belarus, remains proven.
“I remind those who fear a state of emergency in the border section: the Seimas also votes and makes that decision. It can also be adopted by the president between sessions of the Seimas. However, the decision has yet to be approved by parliament, He alone determines the necessary conditions and restrictions ”, emphasizes S. Skvernelis.
The opposition leader indicates that he will register amendments to the legal acts so that such decisions on the use of military force during an emergency are not made by individuals, but only by the Government and a resolution of the Seimas.
