“If we are talking about a state of emergency, perhaps I would consider that situation from the perspective of the State Border Guard Service. In a rather complicated situation at the state border, we would like to restrict the access of several people to the border section, to the area border, because this is where these actions are carried out, ”R. Liubajev told the LRT television program” Diena Tema “.

“I am referring to the citizens of the European Union who arrive at the border, to the barriers where illegal immigrants are currently housed. These are the people who are trying to remove and organize the expulsion of these people from the territory of the Republic of Lithuania. First of all, I am referring to those citizens, that is, citizens of various EU countries or third countries who have permanent residence permits in the countries of the European Union ”, explained the Commander of SBGS.

He added that he was also referring to those who come from the territory of the Republic of Lithuania.

“I remind you that according to the State Border Law and its Protection, to be in the border zone, in each case, these citizens must request and obtain a permit to be in this zone. Therefore, we are also talking about such a small restriction of this type of people in the border area ”, said the head of the SBGS.

According to him, the presence of these people in the border area also causes problems because the possibility of provocations by Belarus is not ruled out.

The Interior Ministry announced last week that it proposed to consider a possible state of emergency on the border with Belarus, however, there is still no decision on the state of emergency and it is unclear whether it will be made.

According to the Ministry of the Interior, the introduction of a state of emergency would make it possible to take the necessary actions more quickly, simplify procurement procedures and use the army and other means.

On Tuesday, President Gitanas Nausėda discussed with the Minister of National Defense Arvydas Anušauskas and the Commander of the Armed Forces Valdemars Rupšis the amendments to the law, which propose to grant more powers to the military assisting at the border during an emergency. They will be presented at the extraordinary session of the Seimas next week.

According to the head of the country, the proposed reforms to the law “make it possible to resolve the issue of empowerment of the military without proceeding to the establishment of a state of emergency.”

“Today, our position undoubtedly this possibility remains, we are ready in every way, be it a presidential decree or a decision of the Seimas during the session, to introduce a state of emergency when necessary,” G. Nausėda told the Tuesday.

On Monday, Interior Minister Agnė Bilotaitė signed an order allowing border guards to turn away illegal immigrants going to Lithuania and direct them to border checkpoints or diplomatic missions.

A state of emergency is a special legal regime that allows temporary restrictions on the exercise of the rights and freedoms of natural persons, to introduce a curfew.

The state of emergency can be imposed when a state of emergency or crisis threatens the constitutional order or the seriousness of society and cannot be remedied without resorting to the emergency measures provided for in the Constitution and the law.

More than 4 thousand people have already arrived in Lithuania this year. illegal immigrants, Lithuania has declared an emergency situation due to its influx. The country’s officials take the position that the increase in migratory flows is an organized action of the Minsk regime against Lithuania.
