According to the RIA Novosti news site, according to its sources in the Russian Defense Ministry, production of two completely new aircraft has already started in Voronezh, based on the IL-96-400M civil liner project. The military version of the ocean liner received a new code name “Zveno 3C” (Grandis 3S).

A standard four-engine civil aircraft could carry up to 400 passengers. The plane-turned-military headquarters is likely to only carry a few key people. Much of the cabin will be occupied by various communication and radiation protection equipment. It is written that the aircraft will be able to stay in the air for up to 3 days and will also have the opportunity to refuel during the flight.

The control of the new aircraft is based on computer signals transmitted by fly-by-wire technology. Most of the analog controls will not be left in the cockpit, they will be replaced by computer screens, the so-called “glass cockpit”. A missile defense system will be integrated. The planes will be able to transmit signals over a distance of more than 6,000 km, both to military bases and mobile headquarters.

Russia still uses second-generation Il-80 aircraft based on the Il-86 airliner. The planes adopted in 1992 are now technically obsolete. In addition, in 2020, the media reported that thieves managed to steal radio communication equipment from one that was standing at the airport.
