The initiators claim that the project was developed “after evaluating the political, historical and legal circumstances and the work carried out, which determined the exceptional constitutional, political and legal status of the President of the Supreme Council of Lithuania to carry out the work for him. it was commissioned by the representatives of the people. “
The explanatory note notes that the head of the Supreme Council had the authority to represent Lithuania in international relations, sign laws, negotiate and sign international agreements, accept credentials and revocations from foreign diplomatic representatives, etc.
“Thus, the powers and the work carried out in the Provisional Basic Law assigned to the President of the Supreme Council as the highest official of Lithuania demonstrate that he exercised the powers and carried out the work that the Heads of State have and are carrying out,” explains the explanation states of note.
Prime Minister Ingrida Šimonytė and the eldest of the Liberal Movement faction, Eugenijus Gentvilas, are also among the initiators of the bill.
The Seimas has already tried to grant the status of head of state to V. Landsbergis during the last term, but at the initiative of the then president of the Seimas, Viktoras Pranckietis, he did not receive the political support of the former rulers.
