“After such news, you may have a heart attack,” admits a 49-year-old Panevėžys resident who asked journalists to help him find out from state services what he said was a gross and unfair mistake in imposing fines for violations of the law. Road traffic rules (KET).

R. Junevičius received unpleasant news from the police earlier this year. An official letter sent to a Panevėžys resident claims that a Citroen Cynthia car registered in his name was caught on the road three times over the speed limit last fall. Furthermore, the machine was driven at the same time without passing a roadworthiness test.

Such serious violations of the TFE were recorded in Palanga, Tauragė and Klaipėda.
After summing up the fines for all these trips, the established owner of the car was ordered to pay a fine of 800 EUR.

There was no one in lithuania

“I haven’t had my car in 10 years. I can show the sales contract I made with the buyer at the time. So I checked. But if this is the case here, then everything can be ‘painted’ for me in the future, – R. Junevičius is afraid.

He confirms that he immediately presented the same purchase and sale document to the Panevėžys Road and Regitra police officers. According to the interlocutor, the latter’s data in the information database confirmed that the vehicle sanctioned by the coastal officials had two more new owners after Panevėžys.

Furthermore, R. Junevičius loves: when the KET violations allegedly imposed on him were recorded in the autumn, he himself visited London.

And after returning to Lithuania later, he was unable to do any of that, because he has lost the right to drive for two and a half years. The Panevėžys resident does not hide that his travels were limited by two incompatible things: alcohol and driving.

However, as the interlocutor is justified and no matter how many arguments he puts forward, his problems with the old property do not end there.

“I applied to the Highway Police Office in Panevėžys, where they offered me an explanation with colleagues in Palanga, Klaipėda and Tauragė. I tried to call there too, but I can’t. Nobody explains anything to me about what happened here, ”says Ramūnas, who was finally urged by the police to find a way out in court.

Came to the bailiffs

That is exactly what R. Junevičius claims to do now. He vows to seek free state legal help because living for months with a regularly emptied bank account will be too difficult and unfair, he said.

“The rapes were committed on the beach in November. The notification of fines reached us already this year. While we went through all the quarantined institutions and could not find justice in them, the bailiffs also came,” says the resident of Panevėžys.

You don’t know exactly how much the debt collectors increased the total amount of the penalties by adding the price of their services. However, his actions are said to have been felt by the so-called “road eagle.”

“Although they told us that he was not going to deduct that money from the account yet, one hundred euros have already disappeared,” sighs Ramūnas.

A resident of Panevėžys with a construction profession is currently unemployed. He has been registered with the Employment Service since the beginning of his quarantine and receives a job search allowance of around 211 euros per month.
The residents of Panevėžys make no secret of having more debt. Live with a friend, this one doesn’t work either.

The Lithuanian Highway Police Service has repeatedly explained that notifications about detected KET violations are sent to the vehicle owner according to the data from the Republic of Lithuania Register of Road Vehicles. A person, even after selling a vehicle, may be aware of the penalty if they are listed as the owner of the property.

The administrator of the registration of road vehicles is the Ministry of the Interior and its data processor is the state company Regitra.

In most cases, these cases occur when the person who committed the crime is not directly identified. Only the car that committed the “crime” and its license plate number are recorded.

However, the police emphasize that there is no need to panic over foreign fines. The most important thing is not to remain silent: each message from this service contains an email. mail, by which the person must provide the necessary information to the police institution or report the discrepancies listed (observed) in the protocol. The information can also be sent in writing to the police.

Not the first time

Regitra does not have the right to disclose information related to the data of a particular person to the media. Therefore, at the request of Sekundė, the representatives of this company could not confirm whether R. Junevičius is no longer actually the owner of his old car.

Company spokeswoman Emilija Bardauskienė could only give a general comment on why the Panevėžys resident could find himself in such a strange situation.

According to her, in the past, the seller had to be the first to contact Regitra and notify about the sale of the vehicle, and the buyer had already confirmed the acquisition of ownership by registering the car in his own name. If the buyer did not do so within the prescribed period, the car would be automatically deregistered and participation in public transport with it would be prohibited. According to E. Bardauskienė, in practice there were cases when the new owner of the car did not fulfill his obligations, that is, he did not appear at the “Registry” within the established time with an application to register the car in his name. .

This is probably one of the cases where the buyer who bought the car from this person did not fulfill the obligation and did not register it in their name. But if the former owner has declared to Regitra that he is no longer the owner of the car, he has a sales contract, everything is tested and resolved, ”says a Regitra spokeswoman.

In most cases, according to her, similar problems disappear when a sales contract is presented to the police. Then the fine for the foreign car can be expected to be canceled.

“In any case, a person must address us individually, the police and, I believe, everything will stop in their own places,” said E. Bardauskienė.

This, he said, is not the first time that TFE fines have hit the wrong people.
