“I have no doubt that every institution should be concerned with creating an anti-corruption environment and managing potential risks. When STT was asked to conduct an analysis, the allegations were confirmed due to possible abuse.
In this particular case, this was established in the 2020 declaration of agricultural land and crops for direct payments from the EU. We will consult with the STT what legislation should be adopted and what measures to take to eliminate the possibility of abuse of the service. The ongoing investigation will also continue. It is intolerable that the employees of the institutions and their families, using the information available to them, request European assistance, even if they do not carry out any agricultural activity, ”says Kęstutis Navickas.
The STT assessment showed that in 2020 3,607 employees of the Ministry of Agriculture and its affiliated organizations and their families declared crops for EU payments. Total support for these people exceeded 20.5 million. EUR. Most of them: 7.77 million. The staff of the National Land Service and the National Payments Agency and their families received the euro.
Risks identified from the anti-corruption point of view: State lands represented more than 50% of the declared properties of 42 employees of the Ministry of Agriculture and their families; 61 – state land represented 30 to 50 percent; 408 meadows and pastures declared without livestock, probably not actually used for agricultural activities.
