Delphi reviewed the relations between the employees of the Architecture and Spatial Planning Division and the Construction Division of the Vilnius District Municipality and legal entities. All data were collected on the basis of the registry of legal entities managed by the Registry Center.
Examination of all employee data from these two municipal departments revealed that a significant portion of them have established or run private design and construction companies. There are also those who have their own businesses but are not related to the construction sector.
Employees of a municipal company are doing well in the public procurement announced by the municipality.
Danuta Gotovecka, an employee of the Department of Architecture and Spatial Planning, is also associated with a private company. According to the Registry Center, it manages the small society APD statybos. The object of the company is architecture and engineering activities and related technical consultations. The owner of the company registered in the Šalčininkai district is Marek Gotoveckij.
According to CVPP data, in 2020 this company has signed a public procurement contract with the Vilnius Republican Psychiatric Hospital, the value of which is 4,547.94 euros. The hospital purchased repair work for the building’s facilities from APD Statybos.
And here, the deputy director of the construction department of the Jurijus Jelinskis municipality is the owner or manager of up to 5 private companies. However, it only pointed to one in its declaration of interests: UAB Smart Stata. In April this year, this company signed a public procurement contract with the UAB Tauragės vandenys for the purchase of a used car. The value of the contract is 14,200.00 EUR.
According to data from the Registry Center, in addition to this company, he is a shareholder of UAB Eksportas į China, head of UAB Investicijos į ateitį, shareholder and head of UAB Rask LT, and shareholder and head of UAB Vilniaus autoverslo centers. All these companies are registered at the same address: in the Vilnius district, Gailiūn pueblo village.
His wife Kristina Jelinskienė is a shareholder and director of UAB Tinklo bitė. This company is registered at the same address as the spouse’s company.
