Algirdas Sysas, the largest of the Lithuanian Social Democratic Party (LSDP) faction, criticizes the position of Laurynas Kasčiūnas and Paulius Saudargas, members of the conservative Christian flank, who claim that the TS-LKD often votes on human rights issues against of what is declared in the party program or in the speeches of the leaders. However, the largest of the conservative faction Radvilė Morkūnaitė-Mikulėnienė assures that the conservative parliamentarians will make a decision on the support of V. Mizar after the meetings, and more attention should be paid to the evaluation of the candidate’s competencies.
“Those prejudices, some skepticism, have been expressed by some members of our group. Others are waiting for the meeting, and others tend to evaluate more in terms of competence and experience,” R. Morkūnaitė-Mikulėnienė told Eltai.
Meanwhile, Mizar’s candidacy for his human rights expertise is being declared by an opposition Socialist Party.
“The mood is positive, we promise to support it, because we really do not have any attitude against it. An experienced lawyer, has experience, has always defended human rights. I think that these people are necessary in the Constitutional Court,” said A. Sysas, the eldest of the LSDP faction.
The Social Democrat has criticized the ruling conservatives and believes that the greatest opposition to Mizar’s candidacy is felt by members of the TS-LKD faction.
“It is clear that there will be resistance, and it is obvious for the conservatives. Those who talk a lot about democracy and human rights, generally when they need to vote, do not vote in the way they are exposed,” said Sys, noting that the parliamentarian was more criticized not for their powers but for the rights of homosexuals.
“First, he is accused of defending LGBT rights, not his qualities and experience,” said an elder from the LSDP group.
However, R. Morkūnaitė-Mikulėnienė did not agree with the criticisms expressed by the opposition Social Democrats. The Conservative notes that the faction supported Birutė Sabatauskaitė’s candidacy for the position of Ombudsman for Equal Opportunities, allegedly demonstrating the ability of the TS-LKD to responsibly nominate candidates for key human rights institutions.
“I do not want to agree with this assessment, because I also believe that the vote on Ms Sabatauskaitė, who has been assigned to a very important position on human rights in the broadest sense, seems to me that our group understands the responsibility of the institutions to function smoothly and competently, “the criticism was rejected by R. Morkūnaitė-Mikulėnienė.
The Liberal Movement and the Freedom Group will support Mr. Mizar
The other two factions of the ruling coalition clearly express their support for the candidacy for CC judges presented by the president of Seimas. Eugenijus Gentvilas, the eldest of the Liberal Movement faction, confirmed his support for V. Mizaras, and Ieva Pakarklytė, the eldest of the Liberty faction, emphasized the candidate’s legal and academic competencies.
“This candidate is well known to members of the faction as a lawyer of the highest professionalism, with an excellent reputation both among colleagues and in the academic community, and is considered an excellent speaker. We consider that the candidacy of Vytautas Mizaras is adequate for this position and should not raise doubts ”, assured I. Pakarklytė.
Other opposition groups will evaluate the candidate after the meetings
Aušrinė Norkienė, the senior of the Lithuanian Green and Peasants Union (LVŽS) faction, ensured that a specific position on this candidacy would be formed in consultation with the entire faction. Vigilijus Jukna, the largest of the Labor Party faction, took a similar position, emphasizing that the “workers” have no preconceived notions about V. Mizaras and will make a decision on support after a meeting with the candidate.
“It just came to our attention then. As always, after the meeting with the candidate, we ask questions, we discuss, we see how a person is prepared for the position, how he is able to present himself and then we make a decision in the faction, we will do exactly the same now. ”said V. Jukna.
For his part, Jonas Pinskus, head of the Mixed Group of Deputies of the Seimas, stressed that when voting on personalities, each parliamentarian of his faction can decide at his discretion, but J. Pinskus himself assures that Mizar’s candidacy does not it generated doubts.
ELTA recalls that on February 4, the president of the Seimas Viktorija Čmilytė-Nielsen registered a draft resolution proposing V. Mizara as a candidate for the post of judge of the Constitutional Court.

From 1997 to 1998 he studied at the University of Frankfurt, where he completed his postgraduate studies and obtained a master’s degree in law. 2002 Obtained a doctorate in law from Vilnius University. 2003-2015 he was head of the Private Law Department of the VU Law School. V. Mizaras has been a professor at VU since 2009. Since 2016 he has also directed the European Scientific Center for Private Law and Intellectual Property Law. Since 2018 he has been the president of the Council of the Human Rights Oversight Institute. He has worked as an advisor to the Minister of Justice in civil law and civil procedural law.
