I want to declare responsibly: if it were my will and if I could, I would sit behind the wheel of an excavator and compare this building with the ground at Love Alley. But I can’t do that.

If it were the will of the Municipal Council, it would do everything possible for the Government to initiate the taking of the building for public needs, but also to do it, as the lawyers have explained to me, it is only possible in exceptional cases outside this building.

I have repeatedly said that the coastal strip, which Lithuania has very little, cannot be built. I do not change my opinion now, but unfortunately, there are more buildings built a few decades ago in front of our coast, which I think should not be here, both as a resident of Palanga and as a city manager: both “Voveraitvera” and “Lagūna” . , and the former Cheburek, and Chateau Amber.

But none of these buildings is new, they are in 1992. a consequence of the privatization initiated by the state.

The so-called “showers” are also the result of a striking reckless privatization process. “Dušinės”, for which we all have a headache with you now, was sold at auction in 1992. – I was still a student then.

It is regrettable that in 1999 The then architect of Palanga, fulfilling the obligation of the court, “blessed” with his signature the detailed plan of the central part of the city, which formed a plot together with the “showers”, but this was the court decision at that time.

If he had been the mayor of the city when this building exploded illegally in 2007, he would have done everything possible to demolish it. What do we have now? Positive court decisions, positive conclusions from the Construction Inspection on construction inspection without deviating from the project, positive conclusions from other law enforcement institutions, a coordinated and approved reconstruction project of “showers” and the already complete reconstruction of the building.

The reconstruction is not a restoration, which means that instead of “showers” the same Soviet showers did not have to appear under running cold water, as the historic cultural heritage building on the ruined Kurhaus site ends, because Kurhaus it is being restored, not rebuilt.

After long adventures and explanations at various institutions, the municipality issued a permit for the reconstruction of the recreation service building and approved the reconstruction project for the “shower” building, which on the first floor and in the attic is marked in white and black on the floor.

This week, again and again, I invited the architects of the Municipality and distributed the design documentation for this building. Everything is intelligently prepared, according to the law, there is nothing to stick to.

Intelligently, legally, but incorrectly, due to the possibility of a liberal interpretation of the laws and the remaining gaps to manipulate concepts freely. After all, no legislation defines what a “leisure service” is. All that’s left is to guess what it might be: massage parlors, a beauty salon, a spa, or maybe a reading room, a restaurant, or a temporary quad shelter when their owners are having fun on the beach? There is only one specific provision: such a building cannot have rooms for people to live permanently or temporarily, and everything else, do what you want.

Berods In 2015, we called on all institutions to introduce clear, rather than approximate, terms into the law, which are used not only by clients and the architects they hire, but also by lawyers when disputes go to court . I’m also talking about converting one-bedroom apartments into multiple apartment buildings. It is true that after long appeals and requests from the Municipality, even after the outgoing Government meeting in Palanga, it was possible to achieve and persuade that the legal acts would clearly change and define and would no longer allow the builders to construct buildings supposedly of “one room “with many apartments or shelters. m without a permit issued by the Municipality, but it is impossible to make up the time and correct the legislative mistakes that were made at the beginning of the privatization process.

I, as well as the public, care about who will be in this building anyway and when their doors will open so that we can take advantage of leisure services. Already next week, the Municipality will contact the owner of the building with a request to allow access to the facilities and verify if the building is and will be used for its intended purpose. I have already mentioned that the municipality of Palanga will control that only recreational services are provided in the building and that this building would never become a hotel, a private villa or a luxury one. haute couture Apartments by the sea.

I invite you to monitor the use of this building and inform the Municipality immediately if you notice that the public is not using the building for its intended purposes.

It is understood that now, as the Seimas elections approach, the issue of the old “showers” will intensify enormously, darkening the Municipality.

I welcome the initiative of the campaign organizers to show their civic position in the building in a sensitive coastal location, but I regret that, taking advantage of the situation, this beautiful initiative has been joined by people who have had major problems with the courts. and law enforcement. When you see that the people who have been convicted of extortion, who are serving a sentence in a prison, have admitted to the municipality that they have caused damage to a municipal company, they have tried to cut down a dune and old trees near J. Basanavičiaus street, but They have lost cases against the municipality, which prevented them from taking illegal actions, or even more, those who have legal problems with illegal construction in a very sensitive place in Palanga, J. Basanavičiaus Street, and the unappealable order of the court to demolish eight illegal buildings, doubts the sincerity of the idea of ​​protecting the public interest.

It is unfortunate that beautiful civic action has been used to compile personal accounts, as this overshadows people’s sincere and civic position.
