The former prime minister, who refused to participate in the shadow government formed by the Lithuanian Peasants and Greens Union (LVŽS), says that the shadow cabinet not only lacks “logical cooperation” with the Seimas opposition. , but also did not hide the idea I just could not find myself. According to the politician, there is basically no logical explanation as to why the shadow government, which seems to be the main opposition to the true Cabinet of Ministers, keeps talking about problems that are clearly in the prerogative of the Seimas. This, emphasizes the opposition leader, is not the responsibility of the shadow government, but of the parliamentary opposition.
“If they (the shadow government – ELTA) think they will shape politics, that is absurd, it will not be.” Today, however, that is exactly what is being done. Basically, all issues are discussed, including the representation of EVS … But that’s not the format (…) Now I don’t see any logical cooperation between the opposition and the shadow government. Absolutely, “S. Skvernelis told Eltai.
In meetings of the shadow government since February, the “peasants” focused on the friction between the ruling majority and the presidency on the issue of representation in the European Council, as well as their positions on the Istanbul Convention or support to the traditional concept of family. Finally, in the last meeting, the “peasants” stated that they wanted to ask the Constitutional Court for prohibitions during the quarantine.
According to the opposition leader, the “peasants” who formed the shadow government should first oppose the decisions made by the real Cabinet of Ministers headed by I. Šimonytė.
“If the decisions are good, then they have to tell the Šimonytė government that it is so, and if it is bad, on the contrary, say that it is not perfect, that it is a bad decision and that the shadow Cabinet will offer alternatives. it is the essential thing ”, said the politician.
“The public needs to see what decisions the shadow cabinet would make, if it were in power. This is very important,” said S. Skvernelis.
The Prime Minister, who has repeatedly criticized I. Šimonytė’s Cabinet of Ministers, joked that it must be accepted that the slowness of the Government makes it difficult to oppose specific decisions, as there are simply too few decisions coming from the Cabinet of Ministers. .
On the other hand, S. Skvernelis seems to have pointed out that this cannot be an excuse for R. Karbauskis, who resigned from the Seimas mandate and reunited the shadow Cabinet of Ministers. Furthermore, continuing to raise nongovernmental issues for the shadow cabinet, Skvernelis argued, is generally an almost empty and inconceivable activity.
“It just came to our knowledge then. However, it is impossible to do this without being in the Seimas, having only the format of a shadow government. They say, for example, that they will go to the Constitutional Court (Ask if the rules applied during the quarantine are not in conflict with the Constitution – ELTA). They will not address anything. After all, members of the Seimas are needed to run. No government, whether shadow or real, dictates the will of parliament. The opposite is true. The ideas and instructions for the government come from the parliament, “explained S. Skvernelis.
I’m glad I’m not in the shadow government
The grim “peasant” prime minister, R. Karbauskis, has previously said that S. Skvernelis was offered to become informal chief of staff. However, already after the first informal meeting of the LVŽS Government, S. Skvernelis told reporters that he politely rejected such a proposal, as he saw the need to form a cabinet in the shadow of all opposition parties. Now the politician says that not only will he not regret the decision he made earlier, but he was also glad that he was not in the shadow government.
“I am very happy not to be there. Because it seems to me that it would be more constructive if there were opposition to the Government in this very difficult situation, when some of its decisions are desperate and chaotic (…). And now getting involved in political battalions and discussions about who should represent the EVS … These are not just decisions of the real government, but certainly not of the shadow government. After all, there are decisions of this type in the Seimas ”, said the former prime minister, noting that the shadow cabinet members could already more actively follow the government meetings and the decisions taken there.
This is also provided for in the statute, so that they can even participate in government meetings, open meetings and immediately record what decisions are made, react and communicate with the media. Such a format may be the first to offer alternatives. However, the political agenda and everything related to changes in the electoral system, conflicts between the president and the rulers (by EVT – ELTA), everything related to family policy, the association law, even the Istanbul Convention itself and others. conceptual issues … All of this must be political statements by the opposition, which could eventually be based on the corresponding decisions of the shadow government, “said Skvernelis.
The shadow government would only see sense in the presence of a certain logic of communication with the opposition.
It is such logic, when the shadow Cabinet focuses on the decisions of the Government and at the same time takes into account the statements of the opposition operating in the Seimas, that S. Skvernelis would consider a rational solution. According to him, a coordinated initiative by the opposition to present an alternative to the association law being drafted by the rulers could serve as an example.
“There are political statements of opposition, then the government offers an alternative to the law of association and offers. The members of the opposition sign the draft and we can present it, demand that the proposal be put on the agenda and perhaps, even if a compromise is found, there is a possibility of accepting it in some way. It is rational and constructive, ”he said.
Finally, S. Skvernelis agreed with the idea that the Cabinet of Ministers of R. Karbauskis partially assume the issues that must be resolved by the opposition of the Seimas and the leader of the opposition.
“Yes, these issues should not be adopted in the shadow government, but at another level. However, such a gender was chosen. I cannot object, I respect this decision,” said the politician.
The opposition remains divided
Skvernel, who was declared leader of the opposition at the end of March after “peasants” and “workers” signed a cooperation agreement between the factions, still cannot boast of constructive cooperation between the opposition forces. According to the politician, there is a lack of unity not only between “workers” and “peasants.” The Prime Minister points out that the Social Democrats, who are still thinking about joining the opposition coalition, are unlikely to think intensively about the categories of opposition to power.
“We are not a united opposition. So far, we have an agreement with the Labor Group. However, it is about 32” peasants “and 10” workers. But we are not united, “said S. Skvernelis. The votes of the Social Democrats invited to join the opposition agreement, continued the politician, do not give an incentive to believe that there is a desire to gather and seek common denominators in the opposition of the Seimas.
“For example, the Social Democrats, we see their votes… They vote as rulers on some key issues. Look at the votes: they support the ruling coalition. The history of the Jakubauskas also showed that that majority is between 79 and 80 votes and they feel strong, ”said S. Skvernelis.
“If the opposition were more supportive on key issues, then the pressure on the rulers to make responsible decisions would be different,” said the former prime minister.
And that a more organized pressure is needed on the rulers, convinced politicians, there is no doubt. According to S. Skvernelis, the divided opposition makes it much easier for the majority of the Seimas not only to impose their working logic, but sometimes even to ignore the parliamentary minority in ways not provided for in the statute.
“They just elementally ignore not only the rights of the opposition, but also the statute … It must be admitted that there is a lack of reading in the Seimas,” he said.
