According to A. Paulauskas, during long weekends, there is naturally a greater flow of people trying to leave the big cities, and most of them only try to reach the tourist towns. Therefore, the police will work with this in mind.
“As a result, incoming traffic is more controlled in tourist cities,” he said. “Our officials in the spas, places of interest, only see that people have arrived, they come and ask them to justify why they are here, on what basis they came, from which municipality and evaluate if they are here legally.”
He hinted that if a person is found to have entered the municipality despite movement restrictions, fines will not be avoided. A fine of 500 euros is imposed for this offense, but if the offense is found and the citizen has not been administratively sanctioned in the last year, a fine of half the minimum fine of 250 euros may be imposed.
“If he is detained in another municipality and is identified for having entered illegally a few days ago or the same day, it is considered a violation,” he said.

Inspections last weekend sparked outrage as some people had to wait even a few hours in traffic jams at exits. According to A. Paulauskas, the police drew conclusions and evaluated tactical errors.
“We reviewed the tactics, first, we assigned more people to make the inspection faster. Second, the elders of the posts will assess the situation and when they see a queue accumulating, it is seen that people have to wait more than 30 minutes, the inspection will be done faster. Maybe some percentage of the cars that they don’t really suspect will be lost without a checkup, ”he hinted.
The Deputy Commissioner asked the people to bring the necessary documents with them.
“If they travel where they have real estate, they need to have an extract from the registry. You can just take a photo, have it on your phone, he said. “Other documents, such as, in the case of employment, employment certificate or copy of the work schedule, thus justifying the legality of the trip to another municipality.”
He added that only those who have property there will be able to go to another municipality, and a house or hotel rented elsewhere is not a reason to violate movement restrictions.
According to A. Paulauskas, there is a clause in the Government’s resolution that indicates that it is possible to travel in other urgent cases, so that exceptional cases will be assessed individually.
“We value the human factor all the time and officials take life situations into account, the Government’s resolution cannot cover all situations. Police officers evaluate each case and make a decision on the spot, “he said.
But he added that officials cannot be fooled, and police had already heard stories of a trip to buy pets or cars more than once.
“There are also foreigners who constantly work in Lithuania, they do not understand the division of our municipalities, they are surprised why we stop them, we review them. If we sincerely see that a person could not have known of certain restrictions, we react in good faith, we simply warn and turn around, indicating that we return to our municipality, ”he said.
