The Seimas finally approved the changes to the animal marking procedure

Of the 125 voters, 94 voted in favor, 9 against, and 22 abstentions.

As of the date of entry into force of the amendments to the Animal Welfare Law (May 1), cats, dogs and ferrets must be marked and registered in the Pet Registry within 4 months after their arrival, but at the latest before the transfer of these animals to another owner or keeper.

Cats, dogs, and ferrets born before May 1 that are not microchipped must be marked and entered in the Pet Registry by May 1, 2022, but no later than transfer to another owner or caretaker.

If cats, dogs or ferrets are used for commercial breeding and are born before the effective date of this article, they must be microchipped and entered in the Pet Registry before September 1 of this year.

It was also agreed that the costs of marking and registering dogs, cats and ferrets kept before the effective date of this article must be reimbursed from the state and municipal budgets. These funds also cover the costs of marking and registering dogs, cats and ferrets kept by animal handlers. They are reimbursed until 2022. December 31

In addition, the bill provides for a ban on the sale of pets in open air markets to protect animals from unfair trade.

During the Seimas session, Ieva Pakarklytė, a member of the Freedom Party faction, called for the approval of the amendments to the law, stating that they could have been enacted earlier.

“I am glad that we passed a law that was delayed for a long time thanks to the efforts of the opposition. (…) I would like to point out that currently up to 26 European countries already have mandatory labeling, and we are one of the last and we have the obligation only to deliver the pets for labeling ”, he assured.

At the time, Arvydas Nekrošius, a member of the Lithuanian Farmers and Greens Union (LVŽS) faction, pointed out that the approved amendments to the law would impose an excessive financial burden on animal breeders.

“In my opinion, this law is one that will greatly unbalance the desire of the population to raise animals and will impose an excessive economic burden. It is a pity that under the guise of good will the situation of animal welfare worsens. And I think that the animals are going to suffer more, they are going to throw them away, and those objectives are not going to be achieved, ”he said.

The government or an institution authorized by it must adopt the legal acts that implement this law before April 30 of this year.

In September last year, outrage rose in the public sphere when images of illegal animal breeders surfaced, showing cruel treatment of animals.
