“An amendment to the Statute would help resolve a situation so uncertain that arose with the Hotel Seimas. I think it is good that we are doing this, but of course the additional objective would be to consider the need for a Seimas hotel in general, ”the head of parliament told reporters at the Seimas on Tuesday.
Until the Seimas Hotel is sold, it is convenient, in his opinion, to modify the Statute, the procedure must be clear, because it is very important that there is no misuse of the Seimas Hotel by the Seimas members and their families.
The Seimas president said the sale of the hotel required a broad political consensus. “We have decided in the Seimas Board that we are taking the first steps, but we will also have to discuss in the Seimas Hall,” said V. Čmilytė-Nielsen.
According to her, one of the options under consideration is that the members of the Seimas rent, but it will be necessary to agree on the mechanism, what amount should be compensated for other practical details as well. V. Čmilytė-Nielsen does not rule out the possibility that parliamentarians can pay a certain amount of parliamentary funds.
According to her, EU countries have different accommodation models for Seimas members, but fewer countries have a parliamentary hotel, and rent for housing is generally reimbursed.
The president of the Seimas agrees that a considerable amount of rent could be formed, but in the future, in her opinion, it should be assessed that the Seimas Hotel as a building requires constant investment and needs to be repaired. “Apparently, we would save money if we decided to sell the Seimas hotel,” said the head of the Seimas.
Ričardas Juška, chairman of the Seimas Public Administration and Municipalities Committee and vice chairman of the Liberal Movement faction, intends to submit amendments to the Statute to the Seimas on Tuesday, which will solve the parliamentary accommodation problems at the Seimas hotel.
They were prepared when the facts of the possible misuse of the Seimas hotel by the members of the Seimas were made public in the Seimas of the previous legislature, ELTA recalls.
The amendments to the Statute of the Seimas propose to provide that a member of the Seimas together with family members (spouse, partner, partner, children who study in general education schools or full-time schools) whose permanent residence declared on the day of the Seimas elections is more than 25 km from Vilnius the administrative limits of the municipality, the right of priority during the mandate is granted by decision of the Chancellor of the Seimas a living room in a hotel of the Seimas, if a member of the Seimas so wishes.
If there were more Seimas members than there were places in the Seimas hotel, the decision on the rental of the necessary additional housing in Vilnius would be made by the Seimas Board.
It is also proposed that the Statute provide that other members of the Seimas who live in a Seimas hotel pay the rent of the residential premises in accordance with the procedure established by the Law of Management, Use and Disposal of State and Municipal Assets and by cold and hot. water, electricity, gas, heating and utilities, rates and meter readings.
After the termination of the powers of a member of the Seimas, the former member of the Seimas and the members of his family who live with him will be forced to leave the occupied premises within 10 days and pay the full bill for life in the Seimas hotel within 10 days. .
If you do not leave the Seimas hotel within the established period, a member of the Seimas would pay interest for each day of delay in accordance with the procedure established by the Law on the Management, Use and Disposal of State and Municipal Assets.
