According to Romas Austinskas, president of the Linava Association, neither Lithuanian nor foreign carriers can cross the Lithuanian-Belarusian border on the second day, as the system managed by the Customs Department has not worked for so long.
In these systems, intermediaries have to generate information about the vehicles that leave and arrive with or without merchandise, but they cannot do so because they do not work. The Linava Association says it is talking to the Customs Department and responsible officials on the second day, but so far the servers have not been repaired.
Oleg Tarasov, a member of the Linava Association presidium and chairman of the Foreign Relations Committee, says that documents cannot be processed in the usual way upon arrival at customs.
“We can only provide paper declarations. Everything happens 20 times slower and this results in large queues. As a result, carriers suffer losses. One day of inactivity for a tractor costs 300 euros,” says O. Tarasov.
According to him, interference is frequent: it happens that the customs system does not work for several hours, but not for that long.
“Sometimes you can import or export, but not transit. The opposite is true. The interference happens at night. But we do not remember that the system would be paralyzed for so long,” Tarasov said.
The Customs Declarations Processing System (MDAS), the National Traffic Control System (NTKS) and the Data Collection and Processing System on Trade Flows of the Republic of Lithuania with the Member States of the European Union (EU) ( IDAIS) are inoperative for the second day. Customs announces plans to restore it at 5 pm on Wednesday.
