According to the Vilnius County LSC report, the Immunity Board of the Capital Police conducted an official inspection of an event that caused a great resonance, when the officers of the Patrol team used physical force in response to a call for quarantine violations.
As a result of this fact, the victims went to the Public Prosecutor’s Office, where, after an investigation, the decision was made to refuse to initiate a pre-trial investigation.
According to the investigators who carried out the official inspection, certain tactical errors were made in arresting the people, a comment was made to one of the responding officials: a service penalty imposed on Vitalijus Vaitkevičius.
The Vilnius police have not yet reported exactly what the errors were.
Physical force used
As already announced lrytas.lt, the incident that led to the official inspection took place on January 10. Irina Kalmykova, the mother of one of the boys who was injured during the arrest, first reported her on Facebook. She posted a video showing how officers are using force against non-oppositional people.
The video shows how officer V.Vaitkevičius stands next to a man who verifies what protocol is being issued to him, V.Vaitkevičius briefly cuts: “Non-compliance with requirements.”
When the husband asks what the requirements are, the officer aggressively repeats his question and suddenly pulls out the telescopic pole and hits it, knocks it to the ground. Meanwhile, the officer’s partner waving a stick, L. Saukevičius, lay on the ground next to the wounded and locked another man in the apartment.
The video yells at the girl filming, a Russian-speaking mother of a boy who doesn’t understand what’s going on, and the officer doesn’t offer to explain it to her, just telling both women to leave in an elevated tone.
Officer L. Saukevičius communicates more gently with his handcuffed boyfriend and mother and tries to ask him to politely leave.
Used tear gas
But soon V.Vaitkevičius enters the room again shouting: “Get out! Go too! ”One of the detainees is already getting up from the ground here, asking aloud not to intimidate his mother.
At that moment, when the girl was speaking something vaguely, one of the officers sprayed tear gas in her eyes and she screamed towards the balcony. the video shows that there is still a girl and a boy in the room.
Later, the detainees were transferred to the police station.

The incident occurred when the son was returning from jail.
Irina Kalmykova, who posted the video, is a dissident who has escaped from the Russian regime. He fled the country first to Ukraine and then to Lithuania. Many foreign portals have written about women.
She said her son had been wayward since adolescence and admits it may have happened because she paid too little attention to him herself, as she worked so hard.
In early January, according to the woman herself, the son returned from prison and his friends rushed to visit him in violation of quarantine rules. At that moment, his acquaintances from the field began to yell at other acquaintances who also wanted to join the receptions, but the young man did not want to let them in. Then, angry that they weren’t invited to the party, they threatened to call the police for breach of quarantine.
Finally, the police came home. I. Kalmykova claimed that first the officer attacked one of the boys, because he did not like that he was wearing torn jeans, then there was someone who hit the officers in the face of both her and the guy sitting on the couch.
The mother told me that the story ended when a man found himself in the hospital with a broken arm. Another man was “thrown” outside, and his son remained in custody until the next morning.
