The National Petition “One Million Signatures: We Awaken and We Raise” organized by A. Tapinas was a response to public action and 365 thousand signatures were collected for the resignation of Tomas Vytautas Raskevičius, President of the Seimas Human Rights Committee A. Tapinas ironically : “We demand that the Seimas revoke other signatures without legal force”. He also added: “I can say that those with good programmers and little awareness can collect 6 million signatures tomorrow and bring 15 boxes to the Seimas. However, it will not have legal force either. It is an expression of opinion and none of the parties should be told that it is the will of the nation or that it is a very important document to respect ”.
So far, information has been spread on social media about how Mr. Tapin’s petition could have come about, possibly without even signing it for all the people mentioned below the petition’s text. Correspondence from a member of the Facebook outdoor group Laisvės TV Club shared an excerpt of the correspondence in that group, which was attended by, among others, the organizer of the petition, A. Tapinas. For example, a website is generated that generates Lithuanian names and surnames of natural persons, their email addresses and other data (https://www.random-name-generator.com)., Another correspondent replied that the personal codes they were “easy to do. And even valid.” During the correspondence, ideas about buying data from real people were also shared.
On March 20, 2021, a colleague of the Seimas of the Republic of Lithuania Aidas Gedvilas shared a video filmed in the Document Management Division of the Seimas of the Republic of Lithuania on his Facebook account, which also contains the list of people submitted by A Tapinas. During the video, although the people on the list provided by A. Tapinas are not sounded in accordance with the provisions of the laws that regulate the protection of personal data, the content of the boxes containing the lists in question is shown from the Exterior. As indicated in the entry, some of the boxed pages are blank, the text is practically illegible. This only reinforces doubts about the reliability of the list of people provided by Mr Tapin.
According to the member of the Seimas M. Puidokas, taking into account the above circumstances, there is reason to believe that Andrius Balys Tapinas, when compiling the list of persons supporting his petition, possibly illegally used non-public electronic data of natural persons (article 198 ( 1) of the CC) or (and) included potentially false data of natural persons in this list (paragraph 1 of article 300 of the CC).
Based on the aforementioned legal and factual circumstances, I requested an investigation from the Prosecutor’s Office prior to the trial of Andrius Balis Tapinas for possible criminal acts. It is regrettable that such behavior by a well-known publicist divides society, discredits the very idea of petitions and, therefore, the essence of democracy, which is expressed in the participation of all citizens in solving state problems. . I hope officials will examine the situation and answer whether the databases have been used legally, “says Mindaugas Puidokas, a member of Seimas.
