“We would like to strengthen the responsibility of designers and construction experts so that they do not sign without going to the place, designed in the best possible way. There really should be no defects in the new construction in Lithuania, well, ”the minister said at a press conference next to the cracked building in Vilnius.
According to him, sometimes the neighbors themselves are to blame for the state of emergency in buildings, which is why more changes are needed. As an example, he gave a fallen balcony in Lazdynai.
“If for two consecutive years the administrator determines that it is necessary to eliminate the state of emergency, and the neighbors do not dare to do so, we would give the municipalities the right to decide for themselves,” said the minister.
When asked who should take responsibility for the apartment building in the Pašilaičiai district, S. Gentvilas stated that a thorough assessment was needed.
“It will be initiated by the Municipality of Vilnius through the administrator of various apartments to carry out a detailed examination of the building. After that, it will be clear if there are significant violations, if there is a possibility of an accident or if they are just cosmetic violations, ”said the Minister.
“In terms of damages, the contractor is liable for 20 years of hidden and invisible defects and defects. There is construction insurance and frozen funds to compensate for these things. When the building is finished, 5 percent of the construction project funds are frozen and that guarantee is required, ”he added.
However, he stressed that the defect is obvious, the neighbors have already suffered damage, especially emotional.
At the same time, it is being debated whether buildings should not be sold only with full finishes to make it clear who is responsible for the finishes.
Vytautas Ambrazas, acting head of the State Inspection for Spatial Planning and Construction, said that the inspection of the building could take from a month to three, but stressed that the municipality is responsible for it.
V. Ambrazas commented that the reconstruction of buildings is allowed, the risk of being built was abused during the construction boom, when many builders were in a hurry to build at the lowest possible cost. The project was evaluated by experts, it was evaluated positively, perhaps the question should be raised of a greater responsibility of the experts to evaluate their word, qualification and work.
No complaints were received about possible construction works being carried out on this apartment building, according to the acting head of VTPSI.
The building inspectors reviewed the information from the inspections carried out on this apartment building and the technical supervisors have not registered any defects so far. “Perhaps the responsibility of technical supervisors should be evaluated, on the other hand, they should be given more rights to carry out periodic inspections of buildings at risk,” said V. Ambraz.
It is believed that one of the possible reasons for the incident is the quality of the work carried out, since the building has a reinforced concrete structure, but its damage has not been recorded. The infractions are quite local, in individual rooms.
There is a visible risk of not selling the buildings in their entirety. There is a question of liability, because many residents hire individual builders, build partitions that are not provided for in the project, install apartments at their own discretion.
According to V. Ambraz, unscheduled inspections of buildings are so risky, but not as frequently. The Building Inspection has made suggestions to the Defense Ministry for better regulation, as VTPSI would like to focus more on risky buildings than neighboring disputes in the garden community over the built fence.
It is believed that the tiles that scared residents in the common areas were not glued properly.
V. Ambrazas would suggest a cautious evaluation of houses built in 2006. The legislation has changed, there are now more obligations for contractors than a few years ago. “The riskiest buildings were built in 1993-1996, when they built what they wanted and when there was a big construction boom,” said my specialist.
Cracks were reported in the apartment building Monday night, residents were temporarily evacuated from it. On Tuesday, the Vilnius Municipality reported that the house is safe to operate and people can return to their apartments.
