Last August, the Lazdynai district of the capital was rocked by an accident: the reinforced concrete slabs from the balcony of an apartment building on Architektų Street fell off. The event put residents in an unenviable situation: the community of an apartment building that has not been renovated for many years still cannot find funds for the dismantling of the remaining balconies. Fearing that a similar situation would not be repeated due to the accumulation of snow, the Vilnius city municipality installed a fence around the entire territory of the apartment building instead of the protective strips spread by the community.

“The history of this apartment building is a reminder to all Vilnius residents of the importance of taking care of their property. Residents often forget that they own not only what is stored inside the apartment, but also the engineering system of the house, the facades. Vilnius residents use renovation programs that have been in place for many years, and when disaster strikes, they take it. But this should not be the case, because the consequences can be very painful, ”said Vilnius Deputy Mayor Valdas Benkunskas.

The situation is bad and there are no funds for management.

According to the deputy mayor, the current state of the house on Architect Street is very bad. The department has 128 balcony screens, of which 38 are emergency. Currently, the community has dismantled the roof of the entrance to the house and the emergency balcony partitions of an apartment and installed new and lighter structures in their place, but as a matter of urgency, it is necessary to dismantle 23 more emergency partitions and new partitions installed.

Although after the disaster, the neighbors agreed to undertake the remodeling of the house, there are many processes waiting for the construction works to begin. It generally takes between one and two years from the first vote to the start of the renewal. According to representatives of the Public Institution “Atnaujinkime miestą”, even when managing the modernization documents of several apartments in order of priority, the renovation could start in 2021 at the earliest. in the fall.

Meanwhile, the dismantling of the emergency balconies must be undertaken now. It is estimated that the preliminary cost of the works could reach 63 thousand. However, banks do not make loans to the community for individual renovation measures of an apartment building. Residents look to the municipality, but it has no right to finance the repair of private apartment buildings at the expense of all Vilnius residents. Thus, due to the state of their property, apartment owners find themselves in a difficult situation.

Currently, residents of the apartment building cannot use the balconies. For some time, the territory was fenced off with a “stop” strip, but after assessing the ineffectiveness of such a protective measure, the municipality took additional protective measures on its own initiative: a segmental fence was installed around the house.

Promotes early renewal

The institution also organizes meetings with the owners of the surrounding apartment buildings of the same type and encourages the renovation of the house until a similar fate befall them due to neglect of the structures. Neighbors are expected to take care of their safety and that of others and take the opportunity to renovate their homes with state aid, taking into account the inconveniences experienced by their neighbors.

Currently, under the apartment building renovation program, the state reimburses 30 percent. investment in energy efficiency measures and 100% expenses in technical documentation, administration and maintenance of projects. Residents also receive preferential credit and the poor are paid the full cost of renovating their home.
