These amendments to the Seimas Election Law were registered by the Seimas members Rita Tamašunienė, Česlavas Olševskis and Beata Petkevič, who work in the Joint Group of Seimas members.

LLRA-KŠS representatives say that the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE) will continue after 2016. The Seimas elections prepared a report indicating that Lithuania has an excessive electoral threshold for national minority political parties. It allegedly reduces the chances of members of national minority parties being elected to the Seimas.
“After the previous Seimas elections, several legislative amendments were passed with broad political support, implementing several previous OSCE recommendations, such as the delimitation of electoral districts, campaign financing, deadlines for complaints, etc. Parties not implemented. to point out that the 5 percent barrier for national minority organizations 1990-1996 was not applied, ”say the Seimas members who prepared the draft.
They note that national minorities account for about 15 percent. of the entire population of Lithuania, therefore, the number of its representatives should also correspond to the proportions of the Seimas.
Currently, the party’s candidate list can receive the mandates of the Seimas members (it participates in the distribution of mandates) only if at least 5 percent of the voters who participated in the elections voted for it. The joint list of candidates or the list equated to the joint list of candidates can receive the mandates of the members of the Seimas (participate in the distribution of mandates) only if at least 7% of the voters who participated in the elections voted for it .
