“Yes, we discussed it with the president this Monday. We discussed the content of the European Councils, the practice that had developed before,” I. Šimonytė told reporters after the government meeting.
The Head of Government noted that during the meeting, she presented her views on who should represent Lithuania in EVS.
“I presented to the president my vision and what it will be like (the representation in EVT – ELTA), time will tell,” said I. Šimonytė.
Recently, the question of whether the President should continue to represent the EVS has sparked considerable debate between the Presidency and some Conservative representatives. The latter argue that the Prime Minister should go to the EVS because, according to them, it addresses issues that are more the prerogative of the Government.
I. Šimonytė stated that he had pointed out to the president that there were many interpretations of this issue in the public space. In the politician’s opinion, the fact that Lithuania is represented in the EVS by the president was not determined by the legal regime, but by “custom”.
“After the Lisbon Treaty, there was an agreement between the then president (Dalia Grybauskaitė – ELTA) and the prime minister (Andrius Kubilius – ELTA) on the division of the EVS, according to the agenda. “It was a certain custom,” he said, noting that he believed that representing the head of government in the EVS would be much more effective than the president, at least on some issues.
“It just came to our attention then. The agendas of EVS in individual cases are closely linked to the work and responsibilities of the Government. And the successful or unsuccessful implementation of the mandate may depend more on the actions of the Government than on the actions of the President, ”said I. Šimonytė.
He sees various ways to complete the question, but does not know if G. Nausėda will agree with it.
According to I. Šimonytė, there are several ways to conclude the debate on representation in the EVS.
“It just came to our knowledge then. There are countries where these controversial issues have ended with changes in the law. I don’t know if we should go this way, because no law establishes who represents Lithuania in the EVS,” said I. Šimonytė.
According to the politician, it would be possible to return to the system in Lithuania, when the top managers shared the functions of representation in the EVS. However, the Prime Minister emphasized, it is not clear whether the President will agree to this.
“A scheme that was in place at a time when the agenda was more underestimated before EVS, which was more onerous, and it was used to decide (…) whether the Prime Minister or the President (should go to EVS – ELTA) . I think it would be possible to return to that debate. However, I will not be able to answer whether there will be a desire to return to them on the part of the president, “said I. Šimonytė.
