The conservative Mykolas Majauskas, chairman of the parliamentary budget and finance committee, says that substantial tax changes could only take place from 2023, although he does not rule out that some of the changes will also take effect in 2022. In addition, according to the head of the commission, an agreement must be reached on the tax reform between the Seimas, the Government and the Presidency, as well as between the government and the citizens.
“We are not planning any substantial changes in the spring session of the Seimas. Possible tax reforms should not come into effect before January 2023. We will present the work program in the spring session soon and we do not plan any tax changes in it. ”M. Majauskas said on BNS on Tuesday.
“There may be proposals in the fall session along with the 2022 budget, but only on the condition that there are no such things, that they are adopted at the end of December and take effect from January,” he added.
Meanwhile, M. Majauskas emphasized that several initiatives can now be considered, as the members of the Seimas can present several amendments at any time.
“Stability is a value in the tax system. Any careless and urgent decision can cause a lot of damage: loss of revenue from the state budget, distortions of competition, damage to citizens, consumers and companies that may not be able to adapt to change. Decisions must be thoroughly debated before they come into force. (…) It is not enough for the Government, Seimas and the Presidency to agree. We also need to reach an agreement with the public. It takes time, “said the head of the committee.
Majauskas also emphasized that the tax reform was not rushed due to the coronavirus crisis.
“Without a doubt, the current uncertainty is an important aspect that forces us to plan carefully for the future. However, even in times of economic boom, we must carefully plan tax changes and ensure the necessary time for discussion, ”said M. Majauskas.
Finance Minister Gintarė Skaistė previously stated that it is planned to review all tax benefits and that amendments to the laws could be adopted at the spring session of the Seimas.
