Observing the icebergs that formed in the Neris this winter, people living on the shores remember perfectly the flood in the spring of 2010, during which residents of Radikiai village in Kaunas district were particularly affected. In the village, the Neris bends, islands were formed from the alluvium, so the ice got stuck, lumps formed, and the river was heavily flooded. The water flooded the lower floors of the house, damaged furniture and other property, and left cars drowned in patios. During the natural disaster, according to data from the Kaunas district municipality, some 80 homes were affected, almost 600 thousand. loss of euros.
Over the years, after long disputes, it was finally decided to build a protective embankment near the village of Radikiai. The coastal area of the River Neris is within the risk zone for flooding due to melt and rain and the risk zone for flooding caused by ice agglomerations. The floodwaters threaten to flood not only the Radikis, but also the settlements near Neris on the territory of the Kaunas city municipality, where in recent years several new individual houses have been erected near the river and are still being building.
“So far we are calm, the glacier has not started. Yes, we have seen that ice is already accumulating near the new bridge under construction over the Neris. But we have heard that bridge builders, while observing the situation on the river, promise to take technical measures to avoid large ice clumps, said Gediminas Jankus, former head of the Kaunas City Municipality Civil Protection Department, who lives in the another bank of the river Neris. , before Radikiai, explained when interviewed by the news agency (part of which was also flooded during the 2010 floods). – Our house – far from the shore, in the heights, the floodwaters did not cover us. Then people with riverside farms were also warned what could happen. But not everyone believed that ice cream would move like a terrible element when it rumbled and thundered at night, breaking everything, floating, bending metal dargi fences. Some residents didn’t even pull their cars out of the garages under the house or yard, it hit harder. And the current settlers, before starting construction on the coast, bring a lot of land, claim, exalt their plots. Maybe that is enough to protect against floods, “said Eltai G. Jankus.
Last December, the Kaunas District Municipality Administration and the Environmental Project Management Agency signed an agreement: the construction of a protective embankment in Radikiai will begin this year. It must protect against floods and coastal farms below the town. However, so far only design procedures are being carried out and a worrying situation is already taking place due to a possible flood.
The Mayor of the Kaunas District Municipality, Valerijus Makūnas, spoke at the meeting of the Commission on Emergency Situations :. “We all know the potential threat of flooding to our residents. I saw with my own eyes what happened a decade ago and the consequences in Radikiai and Kleboniškis. For me, the safety of the population is paramount. Specialists constantly monitor the situation in the river, but today the most important thing is to inform the population about the danger in time.
The municipality arranged for the publication of information brochures that explained to residents what and how they would be helped if they had to evacuate and rescue their farm animals. According to Algirdas Tatarūnis, Chief Specialist of the District Municipality’s Environment Department, the use of audible sirens is promised to warn residents of the threat of flooding. There is also the option for residents to send short messages to mobile devices. Greater cooperation with civil protection specialists in the upstream municipalities, who are also monitoring the situation in the Neris.
