According to the report, the amendment to the law seeks to preserve the legitimate expectations of young families who intended to buy a home in the region with state aid, agreed to work or have already found a home, but due to changes in the calendar year and changes in real estate in the region. “By passing the bill, we will preserve the legitimate expectations of young people, young families who want to buy homes in the region with state aid, because those who found work, those who returned from abroad, found kindergartens, schools, and those expectations were not justified. To achieve stability that guarantees the state-supported housing acquisition process, the law stipulates that Lithuanian regions in whose territories young families who acquire their first home are entitled to a financial incentive are only reviewed when the regulatory value of the unit real estate is calculated in accordance with this part. increased by more than 20 percent in the region.

Delphi recalls that a great debate arose with the adoption by the Regulatory Center of Regulatory Values ​​for the Real Estate Sector by 2020. At that time, Gargždai, located in the Klaipėda district, most of the city of Tauragė, and all the Utena city no longer met the concept of region.

“The program, which started two years ago, is gaining momentum. 2019 from the beginning of the year to May, 294 applications were submitted; 690 applications were submitted during the same period. This means that young people want to live in the regions, they want to build your future here, and this is welcome, ”said Seimas member V. Ačienė.

The law stipulates that on the website of the Ministry of Social Security and Labor no later than February 1 of each year. The information is published in the territories of the Lithuanian regions where the change in the regulatory value of a real estate unit does not exceed 20 percent.

Within a month from the effective date of this Law, the Ministry will also publish on its website information on the territories of the Lithuanian regions where the change in the regulatory value of a real estate area unit has been determined by the Manager of the Real Estate Registry and published on its website in 2020. As of January 1, the average values ​​of the real estate market in Lithuanian cities, municipal centers and other municipal territories will not exceed 20%.

The law was approved by 80 Seimas members, one against and two abstentions.
