B. Ragutis was born on September 18, 1929 in Kaunas. In 1954 he graduated from Vilnius University with a degree in journalism. In 1950-1963 he worked in the editorial office of the newspaper “Tiesa”, in 1954-1994 he was professor of journalism at Vilnius University, in 1985-1991 he was director of the Press Journalism Department.

He researched the history of Lithuanian press, literature and culture in Lithuania and the United States of America. Author of articles in the Encyclopedia of Journalism, the Lithuanian Universal Encyclopedia. He has published around 100 scientific articles on the topics of Lithuanian culture and the history of journalism, has published monographs on the Lithuanian publicist Antanas Bimbas, the American Lithuanian newspaper in 1879-1919 and the Lithuanian Cultural History Studies Book in the States United.
