The mobility package, which will significantly change the European Union’s freight transport sector, is on the agenda of the European Parliament (EP) this week and next.

On Monday, the EP Transport and Tourism Committee (TRAN) debated and voted on the Mobility Package (MP) legislation, which sets rules on driver work, rest, the status of the tug registry, and other rules that they are particularly unfavorable for EU peripheral carriers working in Western Europe.

Non-reformed MEPs tabled a total of 86 amendments: 16 on driver work and rest arrangements, 37 on driver transfer and 33 on market access. Approval of any amendment would require renegotiation with States.

However, when the committee approved the preliminary agreement on the MP with the Council in January, all were rejected.

io 2017 The second stage of the trial, which is about to begin, is the second TRAN vote. It will be put to the vote in the EP plenary session next week. Upon successful completion of the phase, a one and a half year transition period will begin.

It is clear that MP is one of the largest Lithuanian transport companies operating in Europe until yesterday. We believe that the document defends yesterday’s lawns and defends the principles of the European single market. With the entry into force of the provisions approved by the MP, the increasingly peripheral countries of the EU will have significant restrictions on long-term operations in Western Europe. For this reason, more and more Lithuanian lawns are establishing their companies in their most important markets, gradually moving both businesses and jobs to the country.

The three main changes foreseen by the Mobility Package are:

  • For local transportation and cabotage, drivers must pay a salary that meets the requirements of the country where the transfer is made.
  • The cabotage rules will be stricter. After cabotage transfers, the tractor will have to leave the country for a period of at least 4 days. Additionally, the truck must go to the registration state each week.
  • Foreign drivers will be subject to stricter work and rest time requirements, as well as mandatory makeup in their country of residence every three weeks.
