Presidency: lack of leadership
According to D. Kuliešius, senior adviser to the president, the Presidency lacks leadership in emergency management in the country: “Today, there is a lack of leadership in emergency management.”
D. Kuliešius says that much attention was paid to the concept of civil protection emergency management during the meeting.
“It was stated that the current situation in which Lithuania lives, the pandemic period, is a crisis of great magnitude. The existing civil protection system, emergency management is not efficient enough, it must be improved,” said D. Kuliešius.
According to D. Kuliešius, the decisions of the last State Defense Council have not been fully implemented. A decision is being made on how to more quickly integrate the existing two-tier emergency management system.
A civil protection bill has been drawn up which, according to the Presidency, does not solve the main problems.
Therefore, during the meeting the decision was made to develop a concept of state defense. It must be prepared and presented at the next meeting of the State Defense Council.
It is proposed to establish a National Crisis Management Center, which “could monitor all possible risks of crises and emergencies, as well as prepare them so that the preparation of all states, all municipalities is at the required level of quality.”
“Today, there is a lack of leadership in crisis and emergency management, two levels of self-government and national management are not sufficiently integrated to make effective, timely and rapid decisions, so the necessary National Center for Crisis Management it could be the solution, ”D said after the meeting. Kuliešius.
