Last Friday, a famous police officer and cynologist S. Žymantas, who had been repeatedly called to the village of Birbiškės after returning, did not return home. Bras’s shots left no hope of survival. A police investigation revealed that the officer was not wearing a safety vest.

Speaking in the Spotlight, the Commissioner General of Police, Renatas Požėla, noted that the police officer had a fourth level safety vest in the trunk of the car. True, if she had protected, she did not provide an unequivocal answer.

“Once again, according to preliminary data, those vests were in the trunk of the car. Would they have protected their lives? I am not that skilled and an oracle that would answer this question categorically,” said R. Požėla on the show.

Based on publicly announced information, a weapons expert, multiple Lithuanian shooting champion, former combat training teacher Alexei Shlychkov says the vest will not save the officer. Even if the bullet did not enter the body, a person could die from injury to the internal organs.

“This is a brutal blow,” he said in the 19th century. A specialist describes the power of the Mosino carbine, which began to be produced in the late 19th century.

Returning illegal weapons is like a taboo

Arūnas Marcinkevičius, chairman of the Board of the Lithuanian Association of Gun Owners, claims that most crimes are committed with illegal weapons. Therefore, turning them over to the police may be easier.

My advice is that it is better to have problems because I have touched it than not to return it.

Now, according to A. Marcinkevičius, after finding an illegal weapon, one cannot even touch it, let alone discuss its voluntary surrender to the nearest police station. When a weapon is found, you should call the police immediately. Otherwise, there may be a risk of criminal liability.

“If we rely on a provision of the Penal Code, a person who returns an illegally held firearm is exempt from criminal liability. As it seems, everything is clear.

But there is another requirement: the weapon did not have to be touched, moved, its location changed, it did not have to be cleaned, cleaned, touched and everything in between. This presupposes that there is reasonable doubt as to whether the man who found the weapon is telling the truth. This collision is likely to cast some doubt on the best way to proceed. My advice is that it is better to have problems because I touched it than not to return it, ”says the lawyer.

In Bras’s case, when the weapon was allegedly used more than once, neither he nor his family members were able to return the rifle without legal consequences. Possession, carrying or selling of an illegal weapon may be subject to arrest or imprisonment for up to five years.

Ramūnas Matonis, Chief of the Communications Division of the Police Department, agrees that S.Brasas would have had consequences for the return of an unregistered weapon. According to him, statistically, the police initiate a pre-trial investigation of unregistered ammunition every day.

Initiatives to return old weapons in illegal possession without legal consequences are currently being considered.

“After about 350 pre-trial investigations per year, we started with possession of illegal weapons. This probably shows that our compatriots still have many of those weapons,” says R.Matonis.

According to him, the last arms amnesty was announced in 2006. Then, people gave 1,820 weapons without legal responsibility. Shouldn’t another amnesty be considered after the disaster in the Mažeikiai district?

“This is a debatable issue and it is possible to discuss whether such an amnesty could occur again in the country or not. It is a matter of political self-determination …. Logically, it seems that perhaps less evil is absolving than the fact that a A person with that weapon will illegally kill another person or commit another crime. This is my personal opinion, a more extensive discussion is needed, “says the police representative.

Ministry of Interior 15 minutes Informed support for the idea of a return to arms amnesty in the country. The Ministry of Justice is positive in this regard.

“The Ministry of Justice supports the idea of an arms amnesty, but we will be able to provide a more specific comment a little later. Initiatives are currently being considered, which would offer the possibility of returning old weapons in illegal possession without legal consequences,” assured the adviser to the minister, Rita Grumadaitė.
