The first qualifying show will feature 10 bands and performers: Black Spikes with Indre Launikonyte, Thomukas 1, Be U, Titas and Ben, Martyna, Donata, Twosome, Milita, Aldegunda, Voldemar Peterson. There will be 5 participants from the qualifying rounds to the semi-finals, so half of the participants in the first show will receive the lowest rating from the audience and the commission will be dismissed. The votes of the viewers and the commission will be divided equally.
To ensure that the commission evaluations do not affect the audience vote, they will see the commission votes only at the end of the show. The commissions will monitor the actions and evaluate them in a separate room, and will only present their observations summarized in some inserts during the transmission. The modified procedure introduced last year has paid off and it has therefore been decided to continue. This allows viewers to pay more attention to the participants themselves.

Viewers will be able to vote for the song they like best by calling or texting 1669. National team organizers recall that a maximum of five votes can be cast from one mobile phone number in the evening. The portion of funds raised for Spectator Calls and Short Messages, which goes to LRT, will go to the performer or group that won the national team.
In order not to encourage the telephone voting competition, the results of the audience voting will also be announced only at the end of the show. Audience voting during all national broadcasts will be monitored by independent observers from auditing firm Grant Thornton Baltic.

Scenario 1: Regular Eurovision Song Contest, if all participants are systematically vaccinated or evaluated before the start of the contest.
Scenario 2: The Eurovision Song Contest will take place in social distance. Thus, during the competition, participants and spectators must comply with the mandatory measures. Furthermore, only a limited number of delegation members and members of the press will be allowed to travel to Rotterdam.
Scenario 3: If a representative from a country participating in Eurovision cannot come to Rotterdam and appear here, it will be possible to hold a performance in their own country. Everything else would follow the order of the second scenario.
Scenario 4: The Eurovision Song Contest would be held remotely, with all countries performing in their own countries, in which case Rotterdam would not host the Eurovision Song Contest.
