The emigrant refused the bread
After graduating a few years ago, Vaida (real name and surname are known to the editorial board – editor’s note) for some time considered which lifestyle to choose. Even before the pandemic started last spring, the girl had thoughts of going abroad, but still decided to leave only her hometown of Taurag to a bigger city and seek happiness there.
While the pandemic that broke out last year thwarted many plans, the young woman worked determinedly to establish herself in the beauty care market. He attracted a large following through social media and gathered potential clients over time. He decided to use the service provided by the Employment Service and take free courses.
“I had enough experience, but I bought some more training, I bought tools, I got ready to go to work and I saw another one-month training funded by the employment service, and I decided I needed to take the opportunity and finish it,” he said.
The conditions were clarified later
As economists say, only cheese in mice is free. The consultant from the Employment Service informed the girl that once the courses were completed, she had to work 6 months a year depending on her profession, otherwise she would have to pay 600 Eur for the courses.
“The investment in the work was already very large, but it did not scare me, because I was still thinking about working,” the interlocutor did not lack determination.
At the beginning of training, the girl received a contract. He stated that employment was required within 15 days of individual activity. I had to find a job quickly: a place in a rented beauty salon, 120 euros for 15 days a month.
“Clients appeared very quickly, before starting work, I filled almost every day full time, because I already had a page of my works and photos of the works, and before the holidays for beauty teachers, the girl was working “
Work was interrupted by quarantine
After starting work, the quarantine in the country was announced just three days later and beauty salons were closed. The clients had to be canceled, but the money from the job has already been paid and is non-refundable. It was agreed with the owner that there would be no need to pay for the chair during quarantine. Other employees pay, although they cannot work. In the absence of an employment contract, only an individual activity certificate is required to pay PSD contributions and other taxes.
“I cannot claim any benefits, it must be active for at least three months before the start of the quarantine. But how long was it between the first and the second quarantine? I have no income and I have to pay taxes. When we were just thinking about quarantine, we hoped that such services would not be prohibited, because the service was only for two, the protection would be enormous: masks, disinfection, hygiene standards and protective shields as strict as in stores,
Many obstacles
The state constantly talks about reducing unemployment, involving young people in the job market, and reducing emigration. But in reality, things are different.
“I think the state should help start-ups and small companies. Creating a job in Lithuania is especially difficult, in the field of beauty there are many illogical hygiene requirements, taxes, no support during quarantine.
I am glad that there is an opportunity to complete the training with funding from the Employment Service, although they did not live up to expectations, they lasted much longer than they should, the colleague got sick with a crown and they did not even inform me. Also, there were conditions that I only knew after receiving the contract, although I had to say so during the consultation. It is practically impossible to contact consultants. I am left with a strict contract, which I cannot terminate, I cannot terminate individual activities for which taxes have to be paid ”, the interlocutor did not hide.
Cases are evaluated individually
Employment Service spokeswoman Milda Jankauskienė sent a written comment about the service to Tauragės žinios. 2020 4,889 people began to participate in the vocational training measure. Youth under 29 years of age accounted for 33 percent. of all participants. Evaluate the effectiveness of employment after 6 months. 2020 Q1-Q3 stood at 71.7 percent, which is 4.4 percent. points above the overall employment rate for all age groups. Vocational training is financed from the state budget and the EU structural funds. 2.5 million were allocated from the state budget. EUR, European Social Fund: 17.7 million. EUR. The period of employment (6 months) is provided for in the Employment Law.
“The Employment Service evaluates each case individually and considers how to find the right solution for the person. In this case, the interlocutor you mentioned should write to the Customer Service Department of the Employment Service where they registered and explain in their request the situation and suggest how they can better solve the problem of compliance with contractual obligations after quarantine. In turn, the Employment Service, taking into account the given circumstances and evaluating the terms of the contract, will offer the most optimal option ”, M. Jankauskienė sends the Service’s response.
Stay on ice
However, it turns out that in reality the situation is different from that declared by state institutions. When the interlocutor asked her if she had contacted the Prosecutor’s Office and if the consultants had taken her case into account, the girl says that she received a negative answer.
“I called, I told myself everything, I asked if it would be possible this month, before the quarantine, to go back to the job market and receive some unemployment benefit or at least not pay taxes for individual activities. All I have said is that I have to fulfill my contractual obligations and nothing can be done anymore. Commitments, that is, within 15 days to take out an individual activity and have it for 6 months. For them, whether they work or not, it is important to have individual activities and pay taxes, as I see it ”, the girl did not hide her disappointment.
