Since 2021 With the entry into force of the requirement to build buildings of energy class A ++ or higher, market participants say they are ready for it. Construction is estimated to cost at least 5% more as a result, but there is no agreement on how quickly the market will feel it.
In A ++ energy class buildings, at least 50% of the energy must be produced using renewable energy sources: biofuels, wind, solar, geothermal, heat pumps.
Also, buildings of this class have higher requirements for ventilation systems, the thermal properties of partitions, partitions and ceilings that separate autonomous heat sources.
The requirement to comply with this energy class is linked to the time of applying for a building permit. This means that buildings designed for 2021 for which a building permit has been formally applied for before then may be of a lower energy class.
Dalius Gedvilas, President of the Lithuanian Builders Association, VŽ says that although the requirements for A ++ are more stringent than A +, the transition to this class will not be as difficult as it was from B to A.
“Construction project estimates due to new requirements can grow by 5-7%. As the transition from Class B to Class A took place, designers and builders took time to adapt to more advanced materials. and new solutions, which required additional investment and increased project estimates by as much as 10-15%. However, the market was soon convinced of the benefits of energy class A, “he says.
According to D. Gedvilas, since the construction of class A ++ buildings creates the need to invest in heating and ventilation systems, higher requirements are established for external partitions, the biggest challenge for the market will be the recuperators, which have a high price and limited supply.

“Building a higher energy class building is more expensive, but the need to do so is increasing because it is much cheaper to operate. For example, according to the Certification Center for Construction Products, about 200 square kilometers. The annual energy consumption of one and two-bedroom houses in a class A building is 52 to 55 kWh / m2. m, and A + – 49 kWh / sq. m ”, he explains.
Won’t get up immediately
Mindaugas Statulevičius, president of the Lithuanian Real Estate Development Association, also says that market participants are ready to build A ++ energy class buildings, but according to him, the expensive construction market will not be felt immediately; it may take a couple of years.
“The market is ready, there was a lot of time for that. That is why we are not in favor of delaying the entry into force of the requirement. We are more faced with the fact that the state, municipalities and the Construction Inspectorate are not prepared. Now the municipalities are overwhelmed with requests, “Infostatyba” – a flood of projects, we see that everything is collapsing, “he says.
According to the president of the association, to be sure that they will be able to build the lowest energy class buildings they have designed so far, people are “taking anything” to the municipality.
This situation is repeated every time the requirement to build a higher energy class comes into force, so according to M. Statulevičius, the lack of preparation of the institutions is somewhat surprising.
It also says that it does not currently have a sufficient supply of recuperators and other engineering class A ++ construction solutions on the market.

“Certain A ++ requirements are definitely the highest: this is the most efficient product. It seems that there are not many products of this type on the market yet, so they are expensive. Our manufacturers, who produce recuperators, say that they have not yet They are prepared to supply the market with many of these products. So it is possible that a bottleneck will form. I think there will be certain manufacturers of facades, windows, door solutions and others, because the requirements are really high, “he says M. Statulevičius.
According to him, in the long term, after assessing the situation on the market, it is planned to discuss with the Ministry of the Environment about the possibility of reviewing certain indicators, if necessary.
When asked about the increase in construction prices, M. Statulevičius states that it may be “within a small percentage”.
“In principle, real estate should not become more expensive, because there is competition in the market and other circumstances operate. Several developers have permits for Class A or A + projects, at least in 2021. We will not see an A ++ breakthrough and therefore there will be no price changes. “Two years from now, when those A ++ building permits come true, I hope we have more manufacturers, competition, and opportunities,” he says.
There should be no appreciation now
Lukas Rekevičius, president of the Lithuanian Chamber of Architects, says that now is not the best time to appreciate construction.
“I think the main problem is that the requirement will make construction more expensive by at least 5% and the current period of economic uncertainty is not right. At the moment, we need to stimulate the economy, not make construction more expensive. It can be done when the economy recovers, ”he explains.
According to L. Rekevičius, architects in large cities are really prepared to implement this requirement and specialists in smaller cities may lack experience.
“They often have to be teachers at all extremes because there are no consultants, there is a lack of methodological help,” he says.

The Speaker of the House says there is an imbalance between the requirements for new construction and old buildings.
“The requirements for new buildings are set at the maximum, but it seems to me that the most important thing is the total energy consumption of the building stock. The state itself has many old ones, like the 1970s and 1980s. construction buildings, which generally do not have an energy class and are hollow, but for which no action is taken, create a vacuum, ”explains L. Rekevičius.
According to him, it is not necessary to demand that older buildings meet the maximum requirement, but at least achieving energy class B certificates would be realistic.
According to the Certification Center for Construction Products, there are currently 87 buildings in Lithuania that have received A ++ energy efficiency class certificates.
According to the procedure, which will come into effect from 2021, the class A ++ requirement will not apply to part of cultural heritage buildings, religious activities, low-energy production, and industrial and warehouse buildings, that are separated by up to 50 m2. m area for buildings, etc.
