M. Abukevičius previously worked as Defense Advisor and Cyber Attaché at the Lithuanian Permanent Representation to the EU, where, according to the ministry, he actively contributed to shaping Lithuania’s position on EU security and defense and cybersecurity issues. .
According to the Ministry of National Defense, it also participated in the negotiations on the establishment of the Permanent Structured Cooperation (PESCO) and the European Defense Fund, as well as in the development of EU legislation in the field of cybersecurity. He was also one of the initiators and creators of the Lithuanian-led Cyber Rapid Response Force project.
M. Abukevičius has been with the Ministry since 2004.
From 2004 to 2014, he held positions related to EU security and defense policy and the coordination of EU affairs, working in the EU Council Presidency team.
M. Abukevičius graduated from the Institute of International Relations and Political Science of Vilnius University with a master’s and a bachelor’s degree, studied in Berlin and Geneva.
