The officers who arrived also found another child. Parents soon introduced themselves and explained that they were visiting neighbors, leaving their children unattended.

The judges of the Vilnius Regional Court, familiar with the case, saw not only the danger of the children remaining in the family, but also obvious violations of the law on police officers.
“In the case under review, it was established that the Šalčininkai District Police Officers, having arrived on the scene and established the obvious presence of children in an unsafe environment (naked children ran alone at night), were definitely obliged to immediately inform the State Service for the Protection and Adoption of the Rights of the Child. However, these obligations were not fulfilled, which represented a real risk to the health and life of children, “the judges ruled, preparing a separate order, which is not so common in practice.
Vaclovas Paulikas, chairman of the panel of judges who examined the case, described this situation as special.
“It is special because the children were in very real danger not only for their health but also for their lives,” he said, adding that this is why it was decided to issue a separate order for the inaction of the police officers.
The police saw no problems
Judges passed information on the violated laws to the Vilnius County Police, where the responsibility of officials had to be decided.
The investigation of the incident was commissioned by the Internal Investigation Division of the Immunity Board.
