When the municipality of Panevėžys started talking a few years ago about a way to shorten the huge queue of social apartments they were waiting for after rebuilding the old student dormitory into a social apartment building, a group of residents and even some politicians joined in. Now, halfway through the construction of the first apartment building in the city, residents are comforted that not only their windows but also their beds are shaking from the vibration.
“Since the middle of last week, I have been shaking every weekday and I still feel a slight vibration in bed, and the dishes sometimes make a good noise – the pot is polluting the gas stove. In the morning , you don’t need an alarm clock anymore, “- Paulius, who lives on the fifth floor of an apartment building across Aldonos Street, laughs angrily.
Understand that such equipment cannot operate more calmly on a construction site. But he wonders if the power of a vibratory roller that compacts such vibration is really not too high.
“I still haven’t noticed the cracked walls or other leaks, but I have no doubt that the building constructions should respond,” thinks the Panevėžys resident.
The walls broke down
Rima, who lives on Vaižganto Street near the construction site, said the walls of her apartment had already cracked due to strong vibrations. According to her, due to the noise and possibly the constant disappearance of electricity from the building, it is difficult for children to learn remotely at home. Rima wanted to report these issues to the State Inspectorate for Space Planning and Construction, but was unable to call or enter the live service during the quarantine.
After learning that the social apartment building was being built by the Kriautė company, the Panevėžys resident contacted the builders.
“I heard my complaints, but I didn’t feel any change,” Rima said.
Compact the soil
Jaunius Kavaliauskas, CEO of the company that builds a social apartment building, Kriautė, says that it is not possible to carry out work that would otherwise be necessary on the construction site.
“We are not to blame for the power failures, there have been no emergencies. And the vibration is felt as the soil must compact with the building to meet the requirements. The work we do is inspected and controlled. It is not possible to properly prepare the soil with any other equipment ”, explained the owner of the company.
J. Kavaliauskas asks the neighbors for a little patience, according to him, the soil compaction works that are causing inconvenience to the neighbors are coming to an end. At that time, between 50 and 60 percent of the work was done inside the building. planned works.
“Everything is going according to plan: we started reconstruction in July this year and we have to complete the same month next year. Currently, the works are moving inwards: plastering, windows are being installed, partitions are being installed. we are preparing for the construction of domestic and rainwater pipelines. We will install a heating system to make it warmer to work indoors in winter, “said Tadas Tičkūnas, Construction Manager of Kriautė.

The future apartment building will differ from the old bedroom both externally and internally.
“Instead of the corridor bedroom system, there will be three staircases. One of them, the secondary one, will be adapted for the disabled: a ramp and an elevator will be installed to the first floor,” said T. Tičkūnas.
In total, the social apartments building will have 71 apartments, most of them about 35 m2. m in a room with kitchen and shower and toilet. Several apartments will have 2 and 3 bedrooms.
“The neighbors will receive a fully equipped house, leaving only furniture and curtains,” says the construction manager.
Next to the social apartments building, three parking lots have been designed: two for parking, the third for firefighters, and a hydrant will be installed in the latter. There will also be a playground.
Asphalt builders preparing such sites will have to re-roll the foundation and residents of neighboring houses will need to prevent pots from jumping from vibration.
“People have asked the Municipality for the vibration caused by the roller, but we cannot work in any other way, it would still be a defect”, assured T. Tičkūnas.
The vibration is no wonder
Stanislovas Juodikis, a former engineer and long-term construction manager at the Panevėžys Construction Trust, who lives on Sodų Street, says he can’t complain, although his house also had power for half an hour on Friday.
“When construction works are carried out, all kinds of problems arise. I have cut electrical cables more than once. I don’t feel bad at all, people work well, construction is normal ”, smiles the retiree.
The only thing that worries him is that the vibration of the rolling does not harm a five-story person on Danut street. This suffered a bit a few years ago due to the construction of the nearby street, the foundation of the building was missing.
Complaints reached
Diana Dambrauskienė, public relations representative of the State Land Planning and Construction Inspectorate, reported that the Social Housing Building Reconstruction Service has not received any complaint.
And the signs of anxiety from the residents of Panevėžys have already reached the City Hall.
“We received a complaint about the vibration. The problem was handed over to the project manager. To the best of my knowledge and belief, it forced the contractor to comply with the rules. While Freedom Square was held, it vibrated so far from the roller that it seemed like all the buildings around it would collapse. But it is necessary, ”said Dalius Vadluga, Head of the City’s Municipal Infrastructure Department.
It is planned to use more than 1.77 million LTL for the construction of the first social apartment building in Panevėžys.
