On Tuesday, Commissioner General of Police Renatas Požėla said that blocking posts would be installed at municipal centers to ensure movement restrictions between municipalities. According to him, tripods and video recording systems will be built near the boundaries of other municipalities.
A. Širinskienė claims that this is excessive data collection. According to her, the data captured by the tripods will enter the databases and can be stored.
“I had to work on a tripod system. They were not designed to track people. Its purpose is to record traffic violations. They can capture cars that have exceeded speed. It really amazes me that they can capture the movement of people within municipalities just by seeing a person move.
As I understand it from Požėla’s comments, people will be tracked globally, checking and determining their place of residence in the municipality, comparing the data with the municipality where the tripod is located. This tripod has never been designed for such a massive surveillance system, and I would remind you that generally, restrictions on human rights must be established by law, ”A. Širinskienė told Eltai.
The Seimas member said that the rulers made decisions without evaluating the capabilities of the police.
“I understand that the decision of the rulers to restrict movement to this scale was introduced without evaluating the capacity of the police. It doesn’t really have that kind of ability. Now desperate attempts are being made to find some way to implement these disproportionate solutions. In my opinion, however, the human rights side should be analyzed more carefully, because in this case we are very close to China or North Korea, who are also seeing their citizens hiding in the bushes with that equipment. That is not normal for me, “he said.
A. Širinskeinė also claims that the use of tripods to regulate the flow of people between municipalities goes beyond human rights. The MP urges those in power to have more trust in Lithuanian citizens.
“In this case, I really believe that human rights are being superseded here, because that is not the case in democracies. These tracking systems can be in China, North Korea. In Lithuania, we should have more confidence in people. Yes, I understand the physical checkpoints that are required for restrictions of this magnitude. Now he will secretly build a device somewhere in the bushes and still capture people’s movement with it.
After the holidays, Lithuanian citizens will receive really interesting letters, because the tripods automatically generate letters and ask people to explain and remember the purpose and destiny of the person and to present documents. Tripods have never been used for mass people tracking. It has now been interpreted that they can be used for tracking. I also see a great threat to people’s rights in the future, ”A. Širinskienė told Elta.
ELTA recalls that to verify the residents’ compliance with the prohibition to go to other municipalities, officials will use tripods, video cameras and will install blocking stations in municipal centers.
“The highlight will be this weekend, the Christmas and New Year period, when blockade points will be installed alongside the reinforced police capacity. The posts will be installed at the entrance to the municipal centers. In all other areas, we do not plan to use these tools. Other public and non-public measures will be used. The measures will be used only in accordance with the law. These include video capture systems and even the tripods themselves can be used as one of the additional tools. For example, a person who has received a speeding document may be asked why he has driven and crossed one or another municipal limit. These are really wide possibilities for the police to prevent and identify violations, “said R. Požėla on Tuesday.
