The president’s proposal to remove E. Pašilis, presented to the Seimas by Jūratė Šovienė, Senior Advisor to the Gitanas Nausėda Head of State, was supported by 126 members of the Seimas. There were no voters and 4 abstentions.

Said what it would take a new attorney general

Even before the vote, the liberal member of the Seimas, Eugenijus Gentvilas, claimed that the presidency should not appoint a new person to the position of Attorney General. According to him, although E. Pašilis did not meet with the political forces, the procedures in the prosecutor’s own office were quite slow.

Admittedly, there have been no reforms in the prosecution. There was dissatisfaction among prosecutors with the management and the authority of the prosecution did not grow.

But there are other things to see. However, there was no obvious appeasement for the political forces. It was a routine job and I wanted the Attorney General to function as a leading institution. Unfortunately, this was not the case, ”said E. Gentvilas at the Seimas.

Therefore, according to the politician, President G. Nausėda should nominate a candidate whose competencies and leadership would not be in doubt either by the public or by the Seimas and whose designated Attorney General could serve at least several terms.

“This is a lesson for all those who appoint, nominate attorneys general. This is no longer the first Attorney General not to receive support for further career development. Mr. Pašilis is not the first. My wishes for the Presidency and the President are to find a candidate who really shows his capacity and wins the authority of the members of the Seimas and the society and gains the trust for the next term ”, said the Liberal.

To date, the Presidency has not presented candidates for the position of outgoing Attorney General.

The members of the Seimas, who presented the Presidential Decree to J. Šovienė, also had more general questions. Conservative Mykolas Majauskas asked the adviser to comment on the procedures already criticized in the public sphere for the appointment of E. Pašilis to the post of judge of the General Court of the EU.

“There were all kinds of discussions in the public space and some disagreements. Could you reveal the status of his candidacy for the European office ”, asked the politician.

“Today it is not this issue that is being discussed, but the issue of the end of the Attorney General’s mandate and his dismissal at the end of his term,” said J. Šovienė, recalling that G. Nausėda had already expressed his opinion on this situation.

E. Pašilis was appointed by a working group created by the Ministry of Justice for the post of judge of the General Court of the EU. However, the president rejected his candidacy in November, noting that the selection process was not very transparent and inefficient.

The five-year term of E. Pašilis ends on December 29. He was appointed Attorney General in 2015. December, under the presidency of the then head of the country Dalia Grybauskaitė. Until then, E. Pašilis worked as a judge and president of the Ukmergė District Court.

After signing a decree on the dismissal of E. Pašilis last week, the president noted that the Lithuanian Prosecutor’s Office had improved social guarantees for prosecutors over the past five years, had carried out work optimization processes at the level of individual prosecutors and completed and referred several cases to court.

In accordance with article 118 of the Constitution, the Attorney General is appointed and removed by the President with the approval of the Seimas. The Law on the Prosecutor’s Office stipulates that the mandate of the Attorney General is five years and his term expires at the end of his term.
