The results of the audit “Management of road infrastructure” carried out by the State Audit Office show that there is a lack of efficiency in the use of investments in road infrastructure in the country, road works are not always planned on the basis of sufficient data, changes to planned works are not always justified, and quality control supervision will not work qualitatively.

“The results of the audit show that the planned development of the country’s highways is not always in line with the current situation. Last year, up to 60 percent. Weaknesses were also identified in the evaluation of municipal roads. According to the auditors, the audited municipalities do not have sufficient data to effectively plan the works, the road length data is not always accurate, and half of the audited municipalities did not establish criteria to prioritize the works. In addition, cases have been identified in which funds have been allocated to pave these streets, which are used by only 1 or 9 residents of the home.

Regarding the execution of works, in 2016-2019. The Lithuanian Highway Administration (LAKD) did not always carry out works on state-important roads as planned: 8 percent. road works were delayed on time, 66 percent. roads and 73 percent. LAKD reiterates that it actively participated in the preparation of the audit report of the State Audit Office and provided ideas on how the country’s road infrastructure should be managed and planned, presented plans and deadlines within which it is intended to do so. The Directorate indicates that the State Audit, having carried out the audit for the period 2016-2019, stated it in 2020. The situation has changed significantly for the better.
