According to him, a one-month fixed-term employment contract was concluded with K. Taukačikas.
“It is a fixed-term contract, for a month or so (…) The question is how long he will be with us. We will start from the month and see what will happen next,” said the head of NVSPL.
Until now, the institution had a spokesperson: Simonas Kalvelytė.
According to D. Bakša, lately the laboratory has been receiving a lot of attention, so a reinforcement for communication has been sought.
“We were looking for a specialist who could help us at this time because we are really getting a lot of attention from the public space and we have called Kristina for help,” Bakša said.
He said that he had sought the help of Taukačika, whom he had met before, himself.
“We have had a meeting a little before and now, when there is such a situation, we call Kristina and agree to help,” said the director of the institution.
The head of the NVSPL also stated that, although the competition was not organized, the selection was carried out by interviewing the applicants.
“No, this is not a competitive position. In principle, we made the selection, but we do not have and do not need to do any official competition, ”said D. Bakša.
The NVSPL director stated that he did not know that K. Taukačikas is a shareholder of the Bosanova agency.

Mr. Bakša argued that the hiring of a public relations specialist was not tied to the recent and planned acquisition of missing coronavirus research materials through an unpublished “enhanced” negotiation process.
At the time, K. Taukačikas stated that the planned acquisitions through unannounced negotiations were the first step of the agreed requests made by the head of the laboratory.
“This is the main challenge that I would like to help solve, and it is interesting that a positive change can be made in a short time and quickly, to solve a problem that is relevant to the whole of society,” said the public relations specialist .
According to him, in addition to this tactical objective related to the hiring of unprecedented negotiations, the strategic objective will be to arrange the hiring so that “an unforgivable situation that has not occurred again until now.”
“We can raise the competitiveness and publicity of this competition to a very high level in a relatively short time, and along the way we can follow this example and set similar standards of publicity and transparency in such competitions throughout this mess,” said Taukačikas.
The head of the laboratory said earlier this week that “a period of several weeks, and possibly a month, is expected, in which the previously acquired means necessary for the study of the population will expire and the new ones will not yet arrive.” Therefore, according to him, the acquisitions will be organized through unprecedented negotiations, improving them, ensuring openness and transparency, making it possible for all interested suppliers to participate in the acquisitions and determining the winner of the best price by opening the envelopes at the same time. .
The laboratory does not agree with the Public Procurement Office (PPS) on these acquisitions, which states that the non-public trading method can be chosen only in exceptional cases and the law does not provide for an “enhanced” non-public trading method.
The lab drew attention after it became clear a few weeks ago that there might be a shortage of tubes needed for Covid-19 testing. D. Bakša, who has been in charge of the institution since the autumn, explained that this situation was caused by excessively long public procurement procedures and difficult to predict due to the lack of some measures. The VPN notes that the lab had to plan purchases earlier and better and needs equipment.
Shares will be transferred to employees
K. Taukačikas told BNS that employment for one month was a condition for this.
“This is my condition, I just don’t want to get involved in technical matters in a public institution, I think one month is enough to help solve strategic advertising and urgent matters,” said the communication specialist.
“I can’t imagine my career in any state institution because I don’t think that’s my path,” he said.
K. Taukačikas is one of the shareholders of the agency “Bosanova”, but stated that due to work, NVSPL is transferring its shares to employees to avoid conflict of interest issues.
He also said that Bosanova had previously had contracts with pharmaceutical companies, but now has no such contracts.
In recent years, K. Taukačikas has worked in Klaipėda as Marketing Director of the Vėjo projektai company, which manufactures Dancer electric buses.
