The Seimas member also pointed out that in terms of income from the European Union Resuscitation Fund, the project plans to spend a third of the funds allocated to Lithuania in 2021.

“If that urgency is justified, if the quality of the projects will be such that it changes the DNA of the economy, if these projects can be implemented in such a short period of time, there are doubts,” said G. Skaistė.

He noted that the costs of the so-called Recovery and Resilience Service (RRF) have not yet been approved and are subject to change.

“Therefore, the costs that we anticipate may not be eligible. So we should finance them with borrowed funds, which would not be a very desirable option,” he said.

Finally, G. Skaistė noted that there are also risks related to revenue collection.

“The Finance Ministry anticipates that around 25 percent will remain unpaid. Deferred taxes. It also predicts that they will be collected in the coming years, but there are doubts whether companies will rush to pay those taxes in 2021,” he said.
