“I have a decision on the appointment of E. Pašilis. Unfortunately, it must be recognized that the selection process itself was not very transparent and inefficient and ultimately took a really unjustifiably long time. Oh, and I don’t think the candidacy Dear E. Pašilis’s proposal satisfies the requirements specifically set out for this post at the General Court, ”G. Nausėda told reporters on Thursday.
“Therefore, I think that Mr Pašilis could take on various positions at the end of his term, but I do not think that this particular position, the European Court of Justice and the job is where Mr Pašilis can best reveal himself” said the President.
According to him, the consultations on the candidate will continue with the new government.
The law stipulates that a candidate for a court in the European Union is appointed by the government with the approval of the president. The statute of the Seimas stipulates that the candidacy must also be considered by the parliament.
Mr Pašilis was already the third candidate for the EU-based General Court in Luxembourg.
Lithuania initially appointed judge Gediminas Mesonis of the Constitutional Court, but his candidacy was rejected in August last year by a Luxembourg-based evaluation committee.
Subsequently, the government decided to nominate Virgilija Valantis for another term as judge, but her candidacy was rejected by the president.
The General Court of the EU mainly hears actions against acts of the EU institutions, including actions brought by states against the European Commission. Judges are appointed to this court for a period of six years.
E. Pašilis was appointed Prosecutor General for a period of five years at the end of December 2015. Until then, he served for 15 years as a judge of the Ukmergė District Court, five of them as president of this court.
