Parliament had already adopted such amendments last year, but then-President Dalia Grybauskaitė vetoed them, citing the right of self-government to establish the administrative structure itself, and the Seimas approved its veto.
A. Strelčiūnas told BNS that he expected President Gitanas Nausėda not to lead the amendments, and that he had mobilized more support in the Seimas; The amendments were provided by members of the Municipal and Public Administration Committee, including President Guoda Burokienė.
“The establishment of the elderly is bringing service closer to the population. The old man can perform some notarial acts, such as the certification of a signature, a power of attorney, a temporary will, and no public official has those powers, “argued his proposal.
“I think the (Presidency) should react differently, and I asked other Seimas members to support this project, and committee chair G. Burokienė also agrees with representatives of other factions,” said A. Strelčiūnas .
According to the amendments of the local autonomous government presented by him and other representatives of the VVSK, the elders must settle in each municipality, they can take two forms: branches of the municipal administration or separate budgetary institutions.
Pursuant to the current Local Self-Government Act, the establishment of the elderly is not mandatory. “Residents who do not have an elder in their residential area are forced to go to the appropriate unit of the municipal administration and solve their problems there. Sometimes the distance from the place of residence to the municipal administration building is long and communication is complicated, ”says the explanatory note to the amendments.
Last year, D. Grybauskaitė vetoed the amendments approved by the Seimas regarding compulsory elders, and there were not enough votes in the Seimas to reject his veto, although this was proposed by the Committee of Public Administration and Municipalities.
The head of state vetoed the amendments, arguing against the European Charter of Local Autonomy, which guarantees the right of municipalities to establish their own administrative structure.
