“When evaluating the current situation, several scenarios can be envisaged in the Seimas session on Tuesday.
The first: the “new” political culture of the ruling majority of the Seimas ends with an insertion in the provision established in the rulings of the Constitutional Court that the leadership of the Seimas must be formed taking into account the proportions of the Seimas factions and the president del Seimas does not propose to nominate a candidate for vice presidents of Seimas. policies.
Furthermore, according to him, it is possible that A. Norkienė will be nominated as vice-presidents of the Seimas, but the Seimas will not approve it. In this case, LVŽS promises not to offer another candidate.

This scenario would become a fig leaf trying to cover up the objectives of the “new” political culture, playing the desire to see a man from the LVŽS faction in the direction of the Seimas, but doing everything possible to prevent it from happening ” commented R. Karbauskis.
The third scenario named by him, if V.Čmilytė-Nielsen proposes and the Seimas elects A.Norkienė as vice president of the Seimas.
“I don’t believe in that scenario, because I don’t understand the performance, which took place at Seimas on Friday,” added R. Karbauskis.
In his Facebook post, he raised the question of whether people voted for the kind of political culture that the new government demonstrated in the first session of the Seimas.
Doubt about the transparency of decisions
“The first session of the new Seimas started with the election of the president of the Seimas, Viktorija Čmilytė-Nielsen. Unlike the first session of the Seimas in 2016, the opposition, which is based on the Union of Greens and Peasants of Lithuania, did not try nominating alternative candidates, did not humiliate the candidates and even, on the contrary, supported her.
But what happened when the candidate, who received great support from the Seimas members, got the job?
We hoped that, as before, the president of the Seimas would propose the appointment of a representative of the largest faction of the opposition as one of his deputies. To everyone’s surprise, even political scientists, the president of the Seimas did not do it deliberately and without explaining anything. And Andri Mazuronis, a representative of the smaller opposition faction of the Labor Party in the Seimas, was proposed as a deputy.
Looking back at 2016, we had no idea not to propose to the conservatives, and it was at that time that they were the largest opposition faction, to become representatives of one of the members of the Seimas leadership: the vice president of the Seimas. After all, those are the traditions of parliament and, ultimately, the constitutional norm, which demands the observance of proportional representation and equality of the different political groups in the formation of the leadership of the Seimas.
The Constitutional Court clearly and unequivocally and 2001 has declared in its resolutions that when making decisions in the Seimas “small political groups should not be in a better position than large groups in cases where parliamentary leadership is formed” and “The number of members of political groups should also be taken into account in cases where parliamentary leadership is formed and their leaders are appointed, allocating funds, performing other parliamentary functions.”
We have not received any response to the questions that led to such a decision from the new president of the Seimas. And worried about why such decisions are made, who is behind or what are the behind-the-scenes agreements, several members of the opposition who represent different factions were even asked.
After such steps by the Seimas Speaker, there were indeed doubts about the transparency of her decisions. The statement by the Seimas president that she decided this on Friday, immediately after her election, does not correspond to reality.
Rita Tamašunienė, the oldest of the mixed group Seimas, described the situation very well, saying that following the logic of the new president of the Seimas, another vice president of the opposition Seimas will be nominated from among the members of the mixed group Seimas, ”wrote R. Karbauskis.
He states that the president of Seimas has lost confidence
In this context, he also recalled the case of political corruption.
“Here, I reluctantly recall that the three parties already represented in the Seimas leadership – the Conservatives, Liberals and Labor, have a common denominator – ties to the MG Baltic concern and the case is still pending in court. Two parties (Liberals and Labor) are being tried in cases of political corruption, and we perfectly remember the Conservative leader G. Landsbergis in the episode in which he coordinated the electoral program of the TS-LKD with the leadership of MB Baltic in 2016. Perhaps that is what became the unifying factor? ”R. Karbauskis considered.
“To be fair, Gabriel Landsbergis had already rushed in on Friday to justify that everything would stop on Tuesday. Undoubtedly, the remaining vice presidents of the Seimas will be elected on Tuesday, but we are not interested in what the largest of the conservative faction thinks about it, because the candidates for vice presidents of the Seimas are not proposed by him, but by the new spokesman of the Seimas. And the Speaker of the Seimas continues in silence with success, as if someone is deciding for her, “he added.
R. Karbauskis said that he did not expect that the new president of the Seimas V.Čmilytė-Nielsen “within a few hours after his election may lose the confidence of the two main opposition factions”: “And all he had to do was to say that the decisions have already been taken and not on Friday with political groups. “
The LVŽS leader said he wanted to recall that by violating the Constitution and restricting the rights of a significant number of Seimas members, the new majority “violates the rights of hundreds of thousands of Lithuanian citizens who elected these Seimas members: their votes. they will not be represented in the direction of the Seimas “.
V. Čmilyte-Nielsen, having begun to form the leadership of the Seimas, On Friday, LVŽS announced that A. Norkienė was nominating the vice-presidents of the Seimas. Party president R. Karbauskis assured that his candidacy had been agreed with V.Čmilyte-Nielsen, but on Friday he did not present it.
The president of Seimas explained that this is not the end, the other four deputies will be appointed later, not on Friday. Later, during the Seimas session, he stated that he wanted all the opposition to be represented on the Seimas Board.
