“Azerbaijan agreed to extend the withdrawal period of the Armenian armed forces and illegal Armenian settlers from Kelbecher until November 25,” said Hikmet Hajiyev, foreign policy adviser to President Ilham Aliyev.
According to him, I. Aliyev, through the mediation of Russian President Vladimir Putin, agreed to grant Armenia’s request to extend the deadline for humanitarian reasons.
“The Armenian settlement of Kelbecker was illegal. People who have been relocated here have no property rights,” Hajiyev told a news conference.
Armenia had to leave the Kelbecker district on Sunday.
Armenia and Azerbaijan on Tuesday agreed to Russian mediation to end weeks of fighting over the disputed Nagorno-Karabakh region. Armenia promised to hand over Azerbaijan to Kelbechero and several other areas controlled by Armenians since the war of the 1990s.
According to H. Hajiyev, the deadlines for the withdrawal of Armenians from other districts – November 20 for the Agdam region and December 1 for the Lachin district – remain unchanged.
Almost exclusively ethnic Azerbaijanis lived in the Kelbecher district until they were driven out by the Armenians during the war after the collapse of the Soviet Union.
The Armenian government subsidized the settlement of ethnic Armenians in the region through a controversial decision.
