Why is money being reserved in all accounts?
Sodra, when recovering contributions, submits a single payment order for the amount of the debt through the Cash Limitation Information System (PLAIS) administered by the Registry Center. Mindaugas Samkus, representative of the Registry Center, explained in more detail how PLAIS works.
He points out that the system reserves the amount in all personal accounts when it receives a payment order, but only scans one of them, since it is not known exactly how much money the person has at his disposal. You can have five accounts, but four of them are empty.
“Sodra or STI give an instruction if a person is in debt. We then ask the Bank of Lithuania to provide the Records Center with information about the accounts the person has. Let’s say that a person owes 100 euros, but we don’t know if there will be such an amount in an account. The system is designed to freeze the amount in all accounts, then any one of the accounts appears and evaluates if there are enough funds in it.
If enough, the debt is deducted and all other freezes are restored within a few days, the person can continue to use those funds. If only 50 euros are found in one account, they are scanned, then the frozen amount in all other accounts remains 50 euros. This is how all accounts are checked one after another ”, explains M. Samkus.
According to him, the collection of debts is carried out as long as the instruction of the STI or Sodra is active. If there is not enough money in a person’s account, other procedures begin: courts, bailiffs, etc.
“If the system receives an instruction, it does not see if it is an incorrectly calculated quantity or not. If it is an error, the debtor, in this case Sodra, must inform the system that the order was placed in error.” If Sodra received a person’s money, Sodra received that money through the system, it should be the mechanisms to return it, because the system itself cannot do that, “explains M.
