For the first time in the recent history of parliamentarism due to a pandemic, they will be different from the traditional. 2020-2024 It is planned to present the certificates of a member of the Seimas to the elected representatives of the Nation for the term of the next week, on November 3. The certification ceremony will begin at 1 pm in the Seimas III Palace Conference Room.
Taking into account the threat of the coronavirus pandemic and the security requirements, during the issuance of certificates, the elected members of the Seimas will be divided into 5 groups alphabetically and every 40 minutes, that is, for the first group the certification will begin at the 1 pm, – 15.40
Once the results of the Seimas elections are approved, the certificates are issued by the Central Electoral Commission (CEC).
The certificate of a member of the Seimas in the first place entitles the elected MPs to participate in the first session of the new Seimas, which should take place in mid-November at the invitation of President Gitan Nausėda.
Subsequently, the certificate will serve as a voting card for a member of the Seimas. This card is used to enter the living room of the Seimas, identify the member of the Seimas and vote for him. With it, a member of the Seimas can also enter the Seimas and the Government House, the Presidency.
The swearing-in ceremony for the members of the Seimas is scheduled to take place in mid-November in the traditional way: in the Seimas Assembly Hall on March 11. The oath will be taken by the president of the Constitutional Court. When the newly elected Seimas meets for the first session, the honor of presiding over it may fall to Antanas Vinkas, a member of Parliament re-elected to the new Seimas.
As established in the Statute of the Seimas, the first session of the Seimas after the elections is opened by the oldest elected member of the Seimas.
According to Justė Radzevičiūtė-Laugalienė, Head of the Press Office of the Information and Communication Department of the Seimas Chancellery, due to the epidemiological situation, it is planned not to invite guests to the solemn session. President G. Nausėda will arrive to congratulate the elected members of the Seimas.
In accordance with the hygiene requirements, each member of the Seimas will sign the nominal oath sheet with a separate pen.
“It is also decided how to protect the members of the Seimas from contact through the Constitution. According to the provisions of the Statute of the Seimas, a member of the Seimas will take an oath by placing his hand on the Constitution of the Republic of Lithuania. The Chancellery of the Seimas intends to place special transparent films in the Constitution, which will be changed prior to the oath of each new Seimas member, ”commented J. Radzevičiūtė-Laugalienė on the details of the ceremony.
After taking the oath, all parliamentarians will continue their work in the plenary hall of the Seimas.
By the way, before the first session, the elected members of the Seimas must resign from any function that is incompatible with the mandate of the Seimas member. If an elected politician resigns, another person from the list of candidates of the same party will take his place. If a politician elected in a single-member constituency resigns, new elections will be held in that constituency.
The Lithuanian Parliament is made up of 141 representatives of the nation. The members of the Seimas are elected in 71 single-member electoral districts and one multi-member electoral district according to a mixed electoral system. In single-member constituencies, 71 members of the Seimas are elected by a two-round system, and in a multi-member constituency, 70 members of the Seimas are elected by a proportional system.
