And we are very happy with the arrival of the promoter and the development of the joint project. Here you have to deal with the affairs of the entire neighborhood, do not go out to handle a piece. We agreed that the developers will build a parking lot under the common use area, and when they recover their costs, it will go to the municipality. It was also agreed that an architectural competition would be mandatory when planning an office building that meets high standards here. I think one day another high-quality architectural skyscraper will appear here, on the right bank of the Neris ”.
The company Vyspra on its plots Giedraičių str. 2 and Giedraičių st. 8 aims to develop a Class A office complex. The municipality wants to install a public space (plaza, green areas, infrastructure necessary for a public space) in the territory located between the Vyspra company plots. Given that the investor’s land and the area between the investor’s land do not currently have adequate access and the infrastructure required for the construction of public spaces and the implementation of the real estate project, it is agreed to seek a cooperation model that is fair and economically beneficial. for all interested groups, which would guarantee urban integrity, sustainable development and the functionality of the territory in question, according to the municipal report.

The parties have agreed that the investor will install a public space on the municipal land during the execution of the Class A office complex project, and in order to install a portion of the regulatory parking spaces for its planned building, on its own, but also design and build an underground warehouse and other necessary infrastructure. Vyspra and the municipality agreed in a letter of intent that the investor would demolish the emergency property belonging to the municipality on Giedraičių str. 2 (in the entire building there are 68.45 m2 of non-residential premises, whose residual value at October 31, 2020 is 429.05 euros). The investor is obliged to redevelop the land on Giedraičių str. 2, to initiate and finance the correction of the detailed plan required for the installation of the public space and the underground site, as well as for the execution of the real estate project.
The municipality undertook to contribute to the implementation of the real estate project, the installation of public space and the underground storage of cars creating the conditions for the correction of the detailed plan, taking the necessary decisions to finish the land located on Giedraičių str. 2, the seizure procedure for public needs, recognized as unnecessary and amortized the municipal property in this parcel.
“The Vilnius City Council had started the plot of land on Giedraičių str. 2 seizure procedure for public use. It was necessary due to the fact that the emergency apartment building on the plot makes traffic conditions very difficult on Lvovo and Giedraičių streets. The co-owners of an apartment in this house did not take any action in relation to the management of the territory by demolishing the emergency house. In addition, after the start of the seizure procedure, one of the co-owners of the plot and the building, a legal entity, filed for bankruptcy, which prevented him from agreeing on the form and amount of the remuneration. Bankruptcy proceedings are now complete, all assets, both the building and the land, are already owned by those with an interest in the development of the site, so it is not necessary to continue with the public seizure procedure. Thus, the municipality signs a letter of intent with the promoters for further development of the area, and the city council concluded the procedure for acquiring land for public needs. In this way, not only will the long-standing problem of trafficking organization be solved, but the currently abandoned and neglected territory will also be fixed, ”said Raimonda Rudukienė, Head of the Department of Land Management and Administration of Vilnius Municipality.
