With the approval of the Cabinet of Ministers, E. Lapinskas would take office for a period of five years from 1 December.

E. Lapinskas headed the Panevėžys County Chief Police Commissariat in 2014-2019, and after leaving his post in March 2019, he graduated from the Lithuanian Police for more than 30 years.
