After counting the votes on election night, it became clear that the leader of the Social Democrats Gintautas Paluckas and the conservative candidate E. Pupinis had received 7,075 votes each.
A vote recount was organized on Monday, then 7,072 votes were found for E. Pupinis and 7,070 for G. Paluckas. .
Social Democrats see various violations
Justas Pankauskas, vice president of the Lithuanian Social Democratic Party, says he doubts the outcome of the elections after the recalculation, so a complaint is being prepared in the CEC.
“It is too small a difference to recognize such an electoral result, considering all the circumstances … If the difference were greater than about 50 votes, it would simply be necessary to reconcile with the result,” J. Pankauskas told BNS on Tuesday.
According to him, irregularities were committed in the recalculation of votes.
“First of all, we complained about the poor performance of the duties of the members of the commission, when the bags with the ballots were not properly sealed, we have photos and evidence,” said the Social Democrat.
“We complained about the discrepancy expressed by the president that seven letters had to arrive in the mail, but only six arrived,” he said.
J. Pankauskas also stated that he intended to complain about the involvement of R. Gudynienė, president of the Utena Regional Commission, in organizing the vote count.
“The participation of the President herself in the organization of the vote counting. And in general, doubts arise about her ability to preside over the commission and not withdraw when the second round of the elections was held, knowing that her direct employer participated ”Said J. Pankauskas.
He added that it is also necessary to check the invalid bulletins.
Definitely unambiguous, because among the invalid bulletins there are also unprinted ones. The courts have ruled in various ways in their practice, such ballots must be recognized as valid, because it is not the fault of the candidate or the voter, “said one of the leaders of the Social Democrats.
The president declared that he had abstained
R. Gudynienė, president of the Utena single-member electoral commission, stated that she had not participated in the vote count, but had organized this process and carried out some technical work.
“I did not participate in the recalculation,” said R. Gudynienė.
She claimed to have organized a vote recount as chair of the commission.
“Yes, I had to fix a complete new calculation. I had to summon the members of the district commission, prepare the room for the new calculation to be carried out, ”he said.
R. Gudynienė also specified that he had delivered bags with ballots, which were sealed by the commission members.
“I just did the technical work: we called the district commission, we set a time for the recalculation, we agreed with the CEC (…) I just handed the bags, the commission members sealed them,” said R. Gudynienė.
He stated that the connection to the winner of the election in Utena E. Pupinis has been declared.
During the Seimas elections, the Social Democrats won 13 seats, G. Paluckas had already secured a seat in a multi-member constituency during the first round.
The leader of the Social Democrats was elected to the Seimas for the first time, E. Pupinis worked as a member of the Seimas in 2004-2012 and for the last four years.
