J. Radzevičiūtė-Laugalienė also recalled that the payment of severance pay to a member of the Seimas is regulated by the Statute of the Seimas.

“Upon the termination of the powers of a member of the Seimas in the cases provided for in paragraphs 1 and 4 of Article 63 of the Constitution, severance pay will be paid. A member of the Seimas shall receive severance pay equal to the average monthly salary of a member of the Seimas for the number of continuous years during his tenure in the Seimas, but not less than 2 and no more than 6 average severance payments of the average monthly salary of a member of the Seimas ”, he emphasized.

According to the representative, if a person has been a member of the Seimas for a part-time period, for the purposes of this article, a period greater than 6 months is considered a full period: “Severance pay is not paid if a member of the Seimas is re-elected to the Seimas “.

Povilas Urbšys, who was not re-elected to the mandate of the new Seimas and stood in the western district of Panevėžys, commented in Delfi that he does not yet know the amount of the allocation that he and his assistants will receive.

“I have not elaborated on it, but in any case the principle of compensation applies not only to those who work in the Seimas, but to all those who work in the public function. Clearly, that question is always as open as what the amount of those benefits should be. The second, if a person works in the public service, whether there is a reorganization or another change that is not independent of the person, then the State compensates him for the fact that his working conditions change due to other circumstances ”.

Mr. Urbšys said that they are representatives in the Seimas, but at the same time they are employed by people and after some time the same people decide not to extend the employment contract.

“In one case, the employer is the head of some department or ministry, in this case, the people are the direct employers. The same principle of compensation should apply in Lithuania, but again, what should be the amount of benefits. Maybe it’s an enigma for the next Seimas, because as far as I have heard, for example, it has been applied in Estonia or not for a year. “

According to him, in some Western European Union (EU) countries, benefits are paid even for about a year, because there is a common problem that people who have lost their jobs in representative institutions face certain difficulties.

“If a person has done his duty honestly and has not had unemployment income, it really is not easy. From that socially accommodated level to falling so vulnerable. After all, maybe that’s healthy, because the Seimas members did nothing during that time to make those “social pillows” enough for the people. It does not matter if they lost the position of member of the Seimas or in general ”.

According to P. Urbšis, the problem in Lithuania is that a person’s vulnerability is very fragile and if he only loses his job, but until then he paid taxes to the state in good faith and had no unemployment income, then he can immediately end up on the line of poverty.

“It shows our unsustainable social environment, but if former Seimas members suffer, I think it will be a lesson for other Seimas members to know that everything possible must be done to make a person feel more secure not only as a Seimas member”, explained.

Profits are paid everywhere, but the most important thing is its size

Political scientist Vytautas Dumbliauskas, consulted by Delfi on how he evaluates such a procedure, said that severance pay is usually paid where people work under a contract, but in this case its size raises more questions. The only ugly thing for him turned out to be that due to the long work of some members of the Seimas in parliament, the amount of benefits can reach up to six months, when according to the new Labor Code, if a common employee is fired because of his employer , receive only two months.

“Everything is clear here, because otherwise the members of the Seimas create laws themselves and it is a public secret for us that they take care of themselves first. On the other hand, I understand that it is really not easy for a person who has left politics to find a new job, because the members of the Seimas are not evaluated afterwards. On the contrary, I know of cases where even some of them make fun of the job market. You know that Seimas is not a favorite, ”he said about the problems that arise after working in the representation of the nation.

The political scientist also shared the statement of a former member of the Seimas in a private conversation, in which he worked in parliament for three terms, that it is very bad for young people, in their 30s, to enter the Seimas.

“They ruin life because these people, who later left the Seimas, even have a negative stamp. <...>. It is necessary to put everything in a humane way, for example Saulius Pečeliūnas, who was once elected to the Seimas by the TS-LKD and was no longer elected to parliament, looked for a job for a year because he could not go to any. Imagine the ambition when you were, in other words, in the sanctuary of power and suddenly you have to go to a simple job. Ambition, self-love and whoever wants to do it. However, there is no one-size-fits-all answer, ”said V. Dumbliauskas.

According to him, the only thing that in Lithuania should not be created as separate classes in a feudal society, when members of the Seimas who have worked for many years can receive severance pay for six months, and ordinary employees who have worked the same year , only for two months.
