Unprecedented situation in Utena constituency: intermediate results show victory with only 2 votes

As the social democrat Justas Pankauskas informed Elta, after the vote count in the Utena constituency, 7,070 citizens expressed their support for G. Paluckas and 7,072 for E. Pupinis.

It is true that this does not mean that the Conservatives won the elections in this district. According to the Central Electoral Commission (CEC), there are 7 lost early ballot envelopes that must reach the constituency and be counted on Tuesday.

Meanwhile, according to the CEC 18 hours, the situation is even more dramatic: both candidates are appointed by only 1 vote (7075 against 7074).

Both Edmundas Pupinis (TS-LKD) and Gintautas Paluckas (LSDP) received the same number of votes: 7075 votes each. The CEC has announced E. Pupinis as the winner, but the votes will be recalculated on Monday.

As Laura Matjošaitytė, president of the CEC, told Delfi, the event is unprecedented. “It is a really unexpected situation, absolutely extraordinary, an unprecedented event,” he said. According to the president of the CCA, the Seimas Elections Law establishes who is considered the winner in such a case.

“If both candidates receive the same number of votes during re-election, the candidate who received the most votes during the first ballot will become a member of the Seimas. In this case, it would be Mr. Pupinis,” explained L. Matjošaitytė.

The interviewee stated that if both candidates had received the same number of votes in the first round, the winner would have been determined by lottery.

“In this place, a member of the Seimas becomes the one who received the most votes in the first round and, according to the data available to the commission, tomorrow the electoral commission of the constituency will meet to recalculate the votes,” said L. Matjošaitytė.
